Position concept

A Systems Analyst develops applications; implements software packages, integrates applications, and provides 24x7 application support. Collaborates on all phases of the software development life-cycle (SDLC) with a focus on the application design, development, and implementation phases. Utilizes appropriate development tools and technologies in keeping with the IT architecture.

Focus area

This position will support TECO’s energy control center mainly by managing GE’s E-terra EMS (Energy Management System). The real-time system helps TECO manage the transmission and generation assets that make up the Bulk Electric System for Tampa. The job involves administering and supporting the system for operators in the control center, plus data from the EMS to external departments, requiring programming and database interactions. Smaller ETL (Extract, Transform, Load) applications will be supported as needed.

Working conditions

Most work is in an office environment; occasional travel to operating locations is required.

Level 1 - Associate Systems Analyst

Primary duties and responsibilities Develop software of limited complexity based on specifications provided. Implement software packages with limited configuration and integration and minimal vendor contact. Integrates applications where interface complexity is limited and based on specifications provided. Provide 24x7 primary support for one or more applications; may provide secondary support for mission-critical applications. Support SDLC phases through documentation and estimates; participate in development and support teams. Acquire and maintain knowledge of relevant business areas and technical skills.

Qualifications - Level 1

Education:

Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent. In lieu of Bachelor’s degree, additional years related experience may be considered. Licenses/Certifications:

Preferred: Certifications in specific job-related disciplines. Related Experience:

Required: Minimum one year of experience in systems analysis, design, and development. In lieu of Bachelor’s degree, a high school diploma with 4+ years related experience may be considered.

Knowledge/Skills/Abilities

Working knowledge of business software applications and hardware technologies; stays current with IT trends. Good verbal, written, analytical, and interpersonal skills. Understanding of project plans and ability to articulate role, goals, and timelines. Working knowledge of the Microsoft Office suite. Comprehends technical design specifications and knows development tools in support of IT Architecture.

Level 2 - Systems Analyst

Primary duties and responsibilities Develops software of moderate complexity based on specifications provided. Implements software with moderate configuration and integration; may involve vendor resources. Integrates applications with moderately complex interfaces. Provides 24x7 primary and/or secondary support for one or more applications (niche, core, or mission-critical). Supports SDLC phases with required documentation and estimates; performs design/development tasks with supervision. May function as Technical Lead on small projects.

Level 2 Qualifications

Education:

Bachelor’s degree or equivalent; related experience considered in lieu. Related Experience:

Required: Two years of experience in systems analysis, design, and development.

Level 3 - Senior Systems Analyst

Primary duties and responsibilities Develops complex software and integrates applications with complex interfaces. Provides 24x7 primary and/or secondary support for mission-critical applications. Mentors junior staff; may function as Technical Lead; drives standard practices within the team.

Level 3 Qualifications

Education:

Bachelor’s degree in relevant field; experience may be considered in lieu of degree. Related Experience:

Required: Six years of experience in systems analysis, design, and development. Preferred: Twelve years. Licenses/Certifications:

Preferred: One or more professional certifications.

Level 4 - Systems Analyst Consultant

Primary duties and responsibilities Leads complex software development projects; mentors junior staff; may lead multiple concurrent projects. Leads selection and implementation of software packages with in-depth configuration and integration; drives vendor interaction. Leads integration of applications with complex interfaces; coordinates maintenance and release activities. Oversees deliverables produced by junior staff; may function as Technical Lead on projects.

Level 4 Qualifications

Education:

Bachelor’s degree; related experience considered in lieu. Licenses/Certifications:

Preferred: Two or more professional certifications. Related Experience:

Required: Ten years; Preferred: Twelve years.

Level 5 - Lead Systems Analyst

Primary duties and responsibilities Leads complex software development projects and the integration of complex interfaces; mentors and directs junior staff. Provides 24x7 primary/secondary support and coordinates maintenance activities, including release schedules. Manages and oversees deliverables produced by junior staff; may lead multiple concurrent projects.

Level 5 Qualifications

Education:

Bachelor’s degree; experience may be considered in lieu of degree. Licenses/Certifications:

Preferred: Two or more professional certifications. Related Experience:

Required: Ten years; Preferred: Twelve years.

Supervision

Level 1: No direct supervision; level increases with progression. Higher levels include supervisory responsibilities over IS staff and contract resources as described in each level’s notes.
