The Principal Budget Analyst plays a crucial role in the county's financial planning and capital project management, ensuring the effective allocation of resources and contributing to the county's strategic initiatives. They perform advanced and specialized budget and financial planning work with a focus on long-term fiscal sustainability and capital improvement planning. This position serves as a lead technical expert in complex budget analysis, fiscal forecasting, and financial programming. The Principal Budget Analyst works independently and collaboratively across multiple County departments and leadership to ensure sound financial planning and resource allocation decisions. The position may supervise and mentor professional and technical staff and may act in a leadership capacity in the absence of the Budget Manager. Ultimately, their work contributes to the county's fiscal sustainability and strategic initiatives. Our ideal candidate

This individual will lead the annual planning processes for capital projects while ensuring compliance with relevant regulations and aligning budget strategies with the county's long-term goals. ESSENTIAL JOB DUTIES Responsible for leading the annual planning process for the Capital Improvement Plan (CIP). This involves ensuring a comprehensive multi-year outlook on critical projects across various county sectors, including facilities and infrastructure. Develop financial models and forecasts to support efficient planning and conduct advanced analyses to guide budgeting and policy decisions across multiple departments. By collaborating closely with departmental teams, help prioritize projects and identify fiscal trends and planning opportunities. Maintain complex financial datasets and utilize data analysis techniques to create informed presentations for leadership. They will also mentor budget staff. Their responsibilities include developing financial policies, ensuring compliance with regulations, and recommending process improvements. MINIMUM QUALIFICATIONS Education and Experience: Bachelor’s degree in public administration, finance, accounting, economics, or a related field; AND Five (5) years of progressively responsible experience in governmental budgeting, financial analysis, or capital improvement planning that includes experience with long-range planning; with at least two (2) years of the work experience including lead or supervisory duties; OR Associate’s Degree in public administration, finance, accounting, economics, or a related field; AND Seven (7) years of progressively responsible experience in governmental budgeting, financial analysis, or capital improvement planning that includes experience with long-range planning; with at least two (2) years of the work experience including lead or supervisory duties; OR High School Diploma AND nine (9) years of progressively responsible experience in governmental budgeting, financial analysis, or capital improvement planning that includes experience with long-range planning; with at least two (2) years of work experience including lead or supervisory duties. Preferred Qualifications: Master’s degree in public administration, finance, accounting, economics, or a related field. Experience in developing Capital Improvement Plans or capital programming. Additional Qualifications: Ability to pass a background and credit check. Ability to travel as needed to attend meetings or support off-site functions. Seniority level
