ESSENTIAL FUNCTIONS

(The duties listed below are intended only as illustrations of the various types of work that may be performed. Perform short-term, tactical planning and analysis of crime patterns, series, and trends through cluster/hotspot identification. Perform long-term planning and analysis using statistical-based analysis. Conduct crime analysis using community characteristics, demographic reports, intelligence data, field interviews, etc.; develop regular crime and calls for service bulletins. Analyze temporal and spatial crime patterns in preparation for Departmental Intelligence briefings and team discussions. Conduct preliminary and advanced statistical analysis; conduct and present historical analysis on both general and specific crime and calls for service information. Compile and analyze crime, arrests, and calls for service data. Present regular briefings to command staff on identified cases of interest and emerging crime patterns. Prepare daily, weekly, and monthly products such as reports and bulletins in order to disseminate crime statistics, suspect information, and Modus Operandi (M.O.) patterns. Receive, prepare, and disseminate intelligence information on criminal activity and officer safety matters via bulletins, case reports, or memoranda, internally and externally. Develop and maintain criminal intelligence sources; establish, maintain, and coordinate contacts with various local, state, and federal law enforcement agencies to facilitate a productive information exchange network. May provide recommendations or strategies concerning crime prevention or apprehension of criminals, such as directed patrol recommendations, surveillance, or stakeouts; Write professional crime and intelligence analysis bulletins relating to ongoing trends. Generate maps, graphs, charts, tables, and other illustrative devices for visual presentation of data; prepare intelligence reports and statistical analysis; prepare link analysis, event flow analysis, and activity charting. Communicate with supervisor, police management personnel, department personnel, other Town departments, law enforcement personnel, government agencies, members of the public, and other individuals as needed to coordinate work activities. Make substantial contributions to the development and implementation of departmental data collection and collation processes; assist with comprehensive research projects. Perform related duties as required. KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of basic organization and functions of municipal law enforcement and criminal law, related to crime analysis and dissemination of confidential information. Knowledge of modern research techniques, including research design and statistical analysis. Knowledge of quantitative analysis methodology and report writing techniques. Knowledge of principles and practices of geographic information systems and GIS software and hardware tools. Knowledge of record-keeping principles and procedures. Knowledge of modern police methods and procedures related to crime prevention and crime analysis. Knowledge of problem-oriented policing and data-driven policing techniques (e.g., intelligence-led policing, stratified policing, CompStat). Skill in the application of various computer software programs, including spreadsheet, data visualization software, databases, word processing, graphics, statistical analysis, and GIS mapping. Demonstrated skill in the use of Microsoft Office, office equipment, and other associated software programs and applications that are necessary for successful job performance. Ability to communicate clearly, concisely, and fluently, both orally and in writing, in English. Ability to interpret and apply laws and regulations. Ability to prepare clear, concise, and comprehensive written reports, graphs, tables, and statistical charts. Ability to gather, assemble, analyze, and evaluate facts and evidence, and draw logical conclusions and make proper recommendations. Demonstrated experience and capability working with politically sensitive, complex situations, analyzing complex problems, and developing creative solutions. Ability to develop and maintain a computerized automated crime analysis system. Must possess strong project management and organizational skills to plan, prioritize, multitask, and independently execute projects/priorities within specific deadlines while maintaining flexibility and attention to detail. Establish and maintain cooperative working relationships with public officials, departmental employees, the general public, and other law enforcement agencies. Approaches others in a tactful manner; Reacts well under pressure; Treats others with respect and consideration regardless of their status or position; Accepts responsibility for own actions; Follows through on commitments. Ability to represent the department and the Town of Matthews in meetings with other agencies. Ability to provide and present information in a timely, organized, and accurate manner. Ability to utilize hardware and software to retrieve data from internal and external sources, download data into appropriate software, and develop documents as requested. PHYSICAL REQUIREMENTS

Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently and constantly to carry or move objects in various lifting positions, such as overhead, chest height, etc. Must possess the visual acuity to work with data and figures, operate a computer and related equipment, and ability to read to comprehend written material and make inference from the contents; use of both hands and fingers with dexterity to complete daily work assignments. WORKING ENVIRONMENT

This position is primarily based in an office environment. Employees will work in a setting that includes standard office equipment such as computers, telephones, printers, and other office technology. The workspace is typically climate-controlled, but employees may encounter fluctuations in temperature depending on building conditions. Employees are expected to maintain a clean, organized, and safe work area, adhering to health and safety guidelines, including but not limited to ergonomics, emergency procedures, and general workplace conduct, to prevent accidents or injuries. While most tasks involve sedentary work, there may be occasional requirements for standing, walking, or lifting light materials. This position is subject to all State and Federal OSHA regulations, including but not limited to the following: bloodborne pathogens, hazard communication/GHS, personal protective equipment, slips, trips, and falls, etc. EDUCATION AND EXPERIENCE REQUIREMENTS

Required Experience: Must have experience or college-level education in statistical analysis or Intelligence/crime analysis. Must have documented training or experience in producing and preparing coherent and clear written and oral presentations. Desirable Training & Experience: Bachelor’s Degree from an accredited college/university in a closely related field. Knowledge or experience in COMPSTAT. Military or Police experience in crime or Intelligence analysis. Experience as a police investigator. CERTIFICATE AND LICENSE REQUIREMENTS

Must possess or be able to obtain a valid North Carolina Driver's License within 60 days of employment with a safe driving record. (If you possess a South Carolina Driver’s License and maintain residence in South Carolina, you are not required to obtain a North Carolina Driver’s License). CONDITIONS OF EMPLOYMENT

The Town of Matthews requires background checks to be conducted on the final candidate(s) applying for any position with the Town of Matthews. For this position, final candidates must pass a background process to include but are not limited to work history verification, professional/personal reference checks, social media, financial review, polygraph, pre-employment drug screening and physical, psychological evaluation, criminal background, driving record checks, and firearms qualification with final approval by the Police Chief.
