Application deadline is 9-25-25 Join to apply for the Financial Analyst II role at Butte County Office of Education BCOE is simultaneously recruiting for a Financial Analyst I and Financial Analyst II The successful candidate may be hired from either level WORK YEAR: Full time: 7.5 hours per day/Monday - Friday, 8:00 am - 4:00 pm/12 months/260 days annually (Prorated upon hire) START DATE: As soon as possible after interview SALARY: Salary Schedule 17, Range 18, $38.98 - $49.75 hourly. Placement is dependent on experience. Annual stipend pay: Masters $750 or Doctorate $1,250 (Stipend prorated upon hire). AREA OF ASSIGNMENT: Butte County Office of Education/Fiscal Services, Oroville, CA DEADLINE: Please apply by Thursday, September 25, 2025 at 4:00 PM Definition Under the supervision of the Assistant Superintendent of Fiscal Services or designee perform budgeting and accounting work requiring full professional competency for accounting records, budgetary controls, exhibits and reports; apply data processing software to budgeting and accounting; analyze data processing systems for accounting integrity; analyze financial information including historical trends, cashflow, and multiyear projections. Financial Analyst II is distinguished from Financial Analyst I by a higher level of knowledge and skill required including the degree of difficulty of work assigned and performance with minimal supervision. EXAMPLES OF DUTIES: [May include but are not limited to the following] Assist with the development of projected revenues for Butte County Office of Education (BCOE) and service Local Education Agencies (LEAs) Assist in the preparation of budgets and interim reports for BCOE programs and LEAs including but not limited to preparation of complete Standardized Account Code Structure (SACS) reporting, multiyear projections, and cash flow projections Manage budgets with more complex revenue calculations and multifaceted revenue streams or the budgets of LEAs Assist in the development of cost containment procedures and processes for BCOE and LEAs Prepare reports for BCOE and LEAs Assist with field audits and internal control reviews for BCOE and LEAs Provide training to BCOE staff and LEAs Assist in year-end closing for BCOE programs and LEAs including preparation of the Unaudited Actuals SACS reporting Assist in the review of AB1200 budgets and Local Control Accountability Plans (LCAP) Administer the LEA annual audit resolution and audit contract process Assist with all questions from BCOE, LEAs, and the public on financial matters Reconcile certain BCOE and LEA fiscal records to various outside agency records, i.e., California Department of Education, Butte County government Be prepared to attend a State sub-committee meeting as an alternate Assist in the creation of board presentations and make Board presentations when required Review work and provide assistance as needed to the Financial/LEA Services Specialists and Financial Analyst I Evaluate budgets and cash flow for appropriateness to ensure fiscal solvency and accountability Monitor expenditures against budget and a wide variety of account information (e.g. LCAPs, Budgets, reports, etc.) for the purpose of providing internal financial controls throughout assigned districts and ensure compliance with established accounting practices and all applicable regulatory requirements Assist BCOE and LEAs auditors by providing requested supporting documentation, information on internal processes, and/or coordinating activities in support of the audit process Assist BCOE programs and LEAs in Grant Request for Proposal (RFP) submission documents (i.e. staffing costs and other budgetary information) Assist in monthly cash reconciliations, apportionments, tax and interest transfers and deposits for BCOE and LEAs Reconcile and distribute state apportionments and local taxes Support BCOE and LEAs by providing information needed for collective bargaining Plan and monitor timelines to meet reporting deadlines and ensure the timely and accurate reporting of data to Federal and State authorities QUALIFICATIONS Knowledge Of Cost accounting principles, practices, and procedures Financial analysis and research procedures Personal computers and standard software Ability To Read, interpret, understand, and apply accounting standards and procedures, applicable federal and state rules and regulations, and BCOE policies and procedures Analyze and interpret financial documents Analyze and apply terms and conditions of contracts, grants, and agreements Correct and update financial and accounting information systems Maintain cooperative working relationships with co-workers and other department staff Communicate effectively orally and in writing Make presentations to a Board Experience And Training Bachelors Degree in Accounting or Business Administration with an emphasis/option in Accounting or a related degree Two (2) years of experience in accounting and budgeting Two (2) years of experience using accounting software Other To comply with the Immigration Reform and Control Act of 1986, all new employees must provide proof of identity and authorization to work in the United States.
