The Office of General Counsel provides legal counsel to the Commission on all matters under the Commission’s jurisdiction. It supervises the procedural and legal aspects of all cases before the Commission and assists in responding to inquiries from the Legislature. The office defends Commission orders on appeal, defends rules challenged before the Division of Administrative Hearings, and represents the Commission before state and federal courts. It supports FPSC offices in filings with, or presentations to, other federal, state, or local agencies, advises in rule promulgation, attends or conducts rulemaking hearings, reviews procurement contracts, and counsels on personnel, contractual, public records, and other administrative legal matters. It conducts discovery, presents staff positions and testimony, cross-examines witnesses, and prepares recommendations and Commission orders in cases involving evidentiary hearings. Description of Job Duties

The Senior Attorney will work in the Economic Regulation Section of the Office of General Counsel. This section handles legal work for ratemaking, certification, and territorial issues in the water, wastewater, electric, and gas industries. The Senior Attorney will appear primarily before the Florida Public Service Commission. Applicants must have strong working knowledge of and experience with the Florida Administrative Procedure Act, the Uniform Rules of Procedures, Florida Civil Procedure, and the Florida Evidence Code. Applicants must be able to evaluate issues, conduct complex legal research and apply it to issues; conduct investigations and discovery; present evidence; advocate positions at hearings both orally and in writing; communicate effectively verbally and in writing, and work collaboratively on a team. Minimum Qualifications

Admission to The Florida Bar and two years of professional experience in the practice of law, legal research, teaching law, or in administrative or judicial meetings.
