Overview

With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice. The Supervising Engineer plays a critical role in advancing Sacramento’s traffic safety and mobility goals. The position provides high-level engineering review and guidance, leads teams across the Design, Entitlements and Studies (DES) and Safety Response areas, and supports timely, safe, and equitable mobility for the city. The Supervising Engineer (Design, Entitlements and Studies) leads the Entitlements and Traffic Studies (ETS) and Traffic Engineering Design (TE) sections within the Transportation Division. The Supervising Engineer (Safety Response) leads teams addressing immediate roadway safety improvements and quick-build projects using data-driven, community-centered countermeasures. The ideal candidate will have a strong background in transportation design or traffic engineering, with experience in capital project delivery and quick-build applications, as well as expertise in traffic analysis, traffic safety, and active transportation. They should have success leading teams to deliver technical solutions that improve roadway safety and advance Vision Zero goals in a timely and cost-effective manner. The candidate must coordinate effectively with community members, neighborhood groups, elected officials, and partner agencies such as Regional Transit, Caltrans, Sacramento County, and the City’s Police and Fire Departments. Strong leadership, organizational, and communication skills are essential, along with the ability to balance technical rigor with responsiveness to political priorities and community concerns. The ideal candidate will demonstrate a commitment to customer service and collaborative problem-solving across divisions and agencies. Distinguishing Characteristics

This supervisory classification is populated with multiple incumbents. Supervising Engineers manage large, complex projects within a specific section or department, or support projects of other sections or departments. They provide technical expertise within a specific engineering discipline and oversee broad professional engineering categories such as electrical, mechanical, civil, traffic, water, and sanitation, while Senior Engineers perform more complex engineering work and supervise project teams. Higher-level engineers have broader responsibility for multiple disciplines and programs or projects. Supervision Received and Exercised

Direction is provided by a higher level classification or division manager. Responsibilities include direct and indirect supervision of professional, technical, clerical, and consulting staff. Responsibilities

Supervise, train, and evaluate professional and technical staff; provide technical advice; supervise contractors; supervise and participate in plans and estimates for construction and major repairs of public works systems; supervise and participate in special engineering studies and reports. Assist in developing and implementing goals, objectives, policies, and priorities for an engineering unit; assist in budgeting and capital improvement programs. Confer with supervisors regarding project priorities; participate in planning and design review meetings; provide technical assistance to resolve barriers; negotiate contractor claims. Review and approve engineering drawings, work orders, consultant and related bills; develop and implement procedures, standards, and systems; monitor regulations and codes for project applicability. Serve as staff to City commissions, boards, and committees; coordinate with City departments and outside agencies; present to Council Members and engage with community groups and stakeholders. Perform other related duties as assigned. Knowledge

Principles and practices of the assigned engineering area. Design and construction methods for public works projects. Current developments and literature in the assigned engineering area. Applicable Federal and State laws and regulations; regulatory codes related to development and construction. Project management and capital improvement program principles. Skills

Technical project management. Contract negotiation and administration. Supervision of personnel. Problem solving with limited resources. Use of automated engineering tools and budgeting. Abilities

Manage and supervise diverse staff across multiple projects. Prepare specifications, cost estimates, schedules, plans, maps, and reports. Make complex engineering computations and oversee construction of facilities. Establish effective working relationships with staff, officials, and the public. Communicate effectively in writing and verbally. Conduct technical research and develop recommendations on complex projects. Experience and Education

Experience: Five years of professional engineering work in the area of assignment, including two years supervisory experience; or five years of professional engineering work with four years lead experience over professional and technical personnel on a team or project with complex responsibilities. Education: A Bachelor's degree in an engineering discipline related to the assignment. Substitution: A Masters Degree may substitute for one year of experience. Education records from outside the United States must be evaluated by a credential evaluation service; evaluation will be due at time of appointment. SPECIAL QUALIFICATIONS

Driver License: Possession of a valid California Class C Driver License at the time of appointment. Certifications: Possession of a Certificate of Registration as a professional engineer in California.
