Federal Marketing Proposal Manager
to join our Buildings group. This position is designated as
hybrid (3 days per week in office)
in our offices in
Washington, DC, Baltimore, MD, Owings Mills, MD, Philadelphia, PA or Douglassville, PA . This is an opportunity for anyone seeking a rewarding position leading and collaborating with pursuit teams. STV’s diverse markets afford a seasoned professional the opportunity to grow and collaborate on exciting projects throughout the U.S. This role primarily supports the fast-growing Federal market with the majority of time spent on DoD and Non-DoD pursuits. The position will also support non-Federal pursuits if resources are needed. Responsibilities
Proposal & Marketing Deliverable Development Manage and lead the development of clean, compliant, and compelling responses to solicitations from public and private buildings clients and prospective clients, including: Coordinate efforts of the marketing team (graphic designers, proofreaders, junior marketing staff) throughout the proposal development process Analyze solicitations and develop schedule, comprehensive outline, and compliance matrix Collaborate with pursuit and project teams to identify sales themes and integrate them into responses Assign and track writing responsibilities related to approaches, project descriptions, and resumes Identify teaming partners, develop RFIs for distribution, and coordinate with partners as they prepare materials Tailor and develop creative non-technical narratives (e.g., cover letters or section introductions) Guide project staff in developing cohesive technical narratives Collaborate with pursuit team, graphic designers, and project staff to develop impactful graphics Facilitate color review meetings to gather meaningful input Schedule color review debriefs with pursuit and proposal teams Implement changes approved by pursuit manager and/or pursuit team Ensure all submission elements are proofread and edited Ensure compliance with solicitation requirements and STV’s brand guidelines Interview Preparation Develop clean, compliant, and compelling interview materials for various clients Draft storylines and coordinate with graphic designers for visually compelling final presentations Coordinate with the presentation team and STV’s partners for planning sessions and rehearsals Support participants with content refinement and time adherence Provide coaching on presentation delivery, room setup, and Q&A If possible, serve in capacities such as PowerPoint operator, timer, or room setup General Marketing Support Support development of federal project descriptions and resumes for the firm’s database and ongoing maintenance of these and related marketing documents People Management Model professionalism for junior staff and mentor where appropriate Collaborate with peers and managers to support junior staff development Marketing Management Participate in client strategic planning with client managers and business development staff to evolve long-term relationships and capture insights into client goals Initiate and participate in client debriefs to apply lessons learned to future submittals Pursuits & Pre-solicitation Positioning Provide logistical and administrative pursuit development support and participate in pre-RFP positioning activities Include activities such as competitor analysis and strategy development Qualifications

Experience managing federal government proposals in the architecture/engineering/construction management (AEC) industry is required Knowledge of the U.S. Government’s competitive acquisition process including FAR/DFAR Knowledge of SF330 forms; SAM.gov, GovWin Minimum 8 years of proposal management experience, including federal proposal development from inception to submission; design-build experience a plus Bachelor’s degree, preferably in English, journalism, liberal arts, or related field Proficiency in Microsoft Word, Outlook, PowerPoint and Adobe InDesign Compensation Range $98,010.59 - $130,680.78 Note: The listed pay range is STV’s good-faith salary estimate. Final salary offered may be outside this range based on geography, education, experience, and/or certifications. Benefits
