This role is responsible for ensuring that the statewide child care center licensing system meets both state and federal standards—supporting safe and consistent care for children while advancing your own professional growth. This position upholds the mission of the Division to improve the affordability, accessibility, and quality of child care services by leading the design and implementation of quality assurance systems and improvement plans to enhance regulatory oversight and compliance, strengthen service delivery, and support data-based policy decisions for child care center licensing. Key Responsibilities

Conducting ongoing audits of the PATH Child Care Regulatory Case Management system to evaluate performance, identifying errors and inconsistencies, and implementing corrective actions through technical assistance, training, and resource development. Interpreting and analyzing applicable state and federal laws to develop and implement quality assurance procedures, standards, and tools that promote consistency across the child care licensing system. Collecting, analyzing, and reporting compliance data on a monthly, quarterly, and annual basis to monitor trends and ensure adherence to federal and state requirements; and using findings to identify areas for improvement or targeted support. Developing and delivering training programs to child care licensing staff that address quality deficiencies and promote accurate, consistent, and timely regulatory practices statewide. Recommending goals, tools, training, and processes for statewide quality improvement. Supporting the sustainability of an effective child care center licensing system through continuous improvement strategies. Assessing and determining compliance with child care center licensing requirements as defined by state and federal codes for quality assurance purposes. Training:

Bachelor’s Degree from a regionally accredited four-year college or university. Substitution:

Additional experience as described below may be substituted for the required training on a year-for-year basis. Experience:

Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment. Substitution:

Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience. Other Information

Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience. State of West Virginia
