Performs a variety of routine to complex professional, analytical, and technical duties in support of the Human Resources/Risk Management Department’s functions, including processing renewals for all insurance lines, reviewing, evaluating, processing, and handling workers’ compensation, property, and liability claims. Responsible for Risk Management, safety programs, risk oversight, safety policy compliance, and enhancing safety training programs. Responsible for the citywide Training Program. Assists and supports the broad range of Human Resources functions and programs, including recruitment, benefits, payroll processes, record/document maintenance, and production. Works under the supervision of the Human Resources/Risk Management Director (HRRMD), with limited direction from the Assistant City Manager, but exercises final responsibility for major administrative functions and provides managerial guidance to staff in the absence of the HRRMD Director. This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers and may be required to report to work during emergencies and/or disasters as assigned. Essential/Other Job Functions

Essential:

Align the strategic direction of the City by supporting and promoting HR and Risk Management initiatives, acting as a key business partner, and providing assistance to the Director and other staff to support organizational goals. Keep HRRMD informed of personnel and/or other matters affecting operations and human capital/risk management. Additional responsibilities:

Develop short- and long-range HR plans; gather and prepare data for reports and surveys; support interpretation of policies and procedures; respond to risk management and HR information surveys. Develop, implement, and manage Personnel and Safety Policies and Procedures; maintain SOPs and reports; review workers’ compensation, property damage, and liability incidents; conduct investigations; coordinate with medical representatives and claims adjusters; analyze trends and recommend corrective actions; coordinate with Third Party Administrators and oversight agencies; support the Self-Insurance Fund; manage emergency/disaster claims; oversee insurance renewals and vendor procurement; coordinate training programs and reminders; maintain records and respond to public records requests; and assist in the support and development of HR staff. Manages the quarterly Risk Oversight Committee (ROC) including agendas, minutes, and policy guidance; conducts research and prepares reports. Oversees city-wide training, onboarding, and safety program delivery; coordinates trainings, track performance data, and maintain training communications. Provides reports to agencies, and coordinates medical screens and drug testing programs as needed. Monitors budgets and HRIS (MUNIS) updates, payroll accuracy, and staff training. Maintains confidential personnel data and ensures compliance with records retention. Other:

Maintain integrity, promote core values, support team efficiency, attend seminars, provide back-up support, prepare correspondence, and perform other duties as assigned. Minimum Qualifications / Special Requirements

Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Human Resources Administration, or related field, plus four to six (4-6) years of progressive professional experience in human resources and risk management administration (including supervisory experience) or an equivalent combination of education and experience. Must possess and maintain a valid Florida driver’s license. Must possess NIMS IS-700 within 30 days of employment and ICS-100/ICS-200 within 90 days; additional NIMS requirements may be scheduled by your supervisor. Must possess Cyber Security Awareness Training for State of Florida Employees within 30 days of employment and maintain annually per state statute 282.318(4)(i). Preferred Qualifications

Public sector and HRIS – MUNIS experience preferred. Critical Skills / Expertise

Considerable knowledge of workers’ compensation, property and liability laws, regulations, and procedures; knowledge of public personnel and risk management practices; familiarity with public record laws and retention schedules; ability to plan, organize, and work with minimal supervision; strong analytical, reporting, and communication skills; proficiency in modern office software (Access, PowerPoint, Excel, Word); ability to learn new systems; ability to work collaboratively and maintain confidentiality.
