Performs a variety of routine to complex professional, analytical, and technical duties in support of the Human Resources/Risk Management Department’s functions to include processing renewals for all insurance lines, review, evaluation, processing and handling workers\' compensation, property and liability claims. Responsible for Risk Management, safety programs, risk oversight committee ensuring compliance with safety policies, processes and regulations while enhancing overall safety training programs. Responsible for the citywide Training Program. Assists and supports the broad range of Human Resources functions and programs to include recruitment, benefit, payroll processes, record/document maintenance and production. Works under the supervision of the Human Resources/Risk Management Director (HRRMD), with limited direction from the Assistant City Manager, but exercises final responsibility for major administrative functions exercising a considerable amount of independent judgment. Provides managerial and leadership guidance to staff in the absence of the HRRM Director and/or directs inquiries to the appropriate personnel. Emergency/disaster: This position is considered an emergency/disaster position. City employees may be called to work during emergencies and/or disasters and must be ready to perform emergency services duties as assigned. Assists the Human Resources/Risk Management Department to align the strategic direction of the City by supporting and promoting the organization and implementing Human Resources and Risk Management initiatives. Provides assistance to the Director and other department staff in support of organizational goals; keeps the HRRMD informed of personnel and/or other matters impacting operations and department functions related to human capital and risk management. Assists in developing short- and long-range human resources plans; gathers, interprets, and prepares data for reports, studies, and surveys; supports internal departments and external agencies regarding interpretation of the City’s Personnel Policies Procedures, Safety Policies and other department functions; responds to survey requests regarding risk management and/or human resources information. Assists the HRRMD with the development, implementation, and management of Personnel and Safety Policies and Procedures; maintains and updates Standard Operating Procedures (SOPs), checklists and reports to ensure current and accurate information. Reviews workers’ compensation, property damage and liability incidents; analyzes data for trends and recommends corrective action or preventative measures; conducts investigations of on-the-job incidents and injury reports to determine causes and actions. Consults with medical representatives and coordinates with claims adjusters to resolve liability and property damage claims, including on-the-job injuries, recurring illnesses, and return-to-work considerations. Analyzes events involving city employees’ injuries, equipment, and property damage to identify trends and determine actions to reduce those trends; collaborates with loss prevention consultants for training needs. Coordinates with Third Party Administrators, Claimants, Insurance, Agent of Record and oversight agencies to facilitate information production and ensure program compliance. Supports the City’s Self-Insurance Fund with processes to timely resolve claims; follows up and tracks open claims, coordinates mediations and settlements, and keeps HRRMD updated. Coordinates annual insurance policy renewal and vendor procurement; works with third parties to file claims and recover damages caused by third parties. Manages emergency/disaster claims process from filing to documentation for reimbursements, including inspections and coordination with carriers and FEMA. Develops and implements safety policies and procedures; conducts training and incident prevention programs city-wide; supports safety committees and assesses training needs. Manages quarterly Risk Oversight Committee (ROC): preparing agendas, distributing materials, recording minutes, advising on policy/procedures, and providing direction. Conducts research, compiles data, prepares reports and presentations; assists with safety inspections to ensure compliance; completes special projects to meet federal/state regulations. Manages City-Wide training program, develops annual training goals, coordinates training tracks, schedules trainings, books instructors, and maintains performance data; conducts Organizational Orientations for new hires and communicates benefits and retirement information. Prepares and submits federally required reports and updates; provides personnel information to agencies and the public, including EEO-4 reports and EEO Plan. Coordinates and schedules annual medical screens and required drug testing programs. Monitors line-item budgets and advises the HR Director on budget status. Assists with HRIS (MUNIS) updates as they relate to required HR functions and annual changes; monitors and trains staff in payroll entry and audit for accuracy. Supports and develops HR staff skills in human resources and risk management; reviews and routes communications; maintains relationships within the organization and with external stakeholders; provides customer service regarding pay and benefits and refers complex inquiries appropriately. Maintains personnel records in compliance with state guidelines; handles public records requests and employment verification; prepares salary histories as required; manages department filing, logs, and reports. Performs general correspondence and back-up duties; performs other duties as assigned. Qualifications
Graduation from an accredited college or university with a Bachelor’s degree in Public Administration or Business Administration, Human Resources Administration, or related field, and four to six (4-6) years of progressively responsible professional experience in human resources and risk management administration, including some supervisory experience, or an equivalent combination of education, training, and experience. Must possess and maintain a valid Florida driver’s license. Must possess and maintain the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment; additional NIMS requirements may be scheduled by the Supervisor. Must possess the Cyber Security Awareness Training for State of Florida Employees within 30 days of employment and maintain annually per statute 282.318(4)(i). Preferred Qualifications
Public sector and HRIS - MUNIS experience preferred. Considerable knowledge of property and liability and workers\' compensation laws, regulations, and procedures. Knowledge of employment laws and regulations in public sector personnel, risk management, payroll processing, recruitment, benefits and training. Knowledge of public record law and government record retention schedules. Ability to plan, organize, and carry out duties with minimal supervision; analyze facts and exercise sound judgment; carry out projects to completion; plan, organize, prioritize and coordinate work to meet deadlines; develop long-range plans and programs. Ability to prepare reports and present ideas clearly; knowledge of data collection methods; effective communication skills. Working knowledge of modern office practices and PC applications (Access, PowerPoint, Excel, Word). Ability to learn new processes and systems; work collaboratively in a team; establish and maintain effective working relationships; manage confidential and sensitive data.
