Manager, HR Compliance

to build and lead a proactive human resources compliance function. Reporting to the HR Director with a matrix to the Senior Managing Director of Operations, this role will ensure MHHC remains compliant with all federal, state, and local employment laws, accreditation requirements, and Collective Bargaining Agreements (1199SEIU). The Manager will be the go-to expert for HR policies, compliance audits, employee relations investigations, and risk mitigation — supporting both daily operations and long-term organizational strategy. Responsibilities

HR Compliance Oversee compliance with FMLA, ADA/ADAAA, FLSA, Title VII, OSHA, NYS Paid Family Leave, and NYC labor laws. Ensure readiness for HRSA, Joint Commission, OMH, DOH, and payer audits. Build HR compliance dashboards and monitor key workforce compliance metrics. Partner with Privacy/Compliance on HIPAA workforce training and sanctions. Manage the full HR policy lifecycle: drafting, approvals, version control, and distribution. Align HR policies with regulatory and accreditation requirements. Conduct internal audits of personnel files, I-9/E-Verify, and timekeeping records. Lead risk assessments, identify gaps, and recommend corrective actions. Coordinate with outside counsel and insurers on sensitive employment matters. Labor & Employee Relations Interpret and enforce Collective Bargaining Agreements (1199SEIU). Advise managers on discipline, performance management, and conflict resolution. Support grievance responses and arbitration preparation. Lead impartial investigations into harassment, discrimination, retaliation, or workplace violence, and draft defensible reports. Regulatory Reporting & Documentation File EEO-1, VETS-4212, ACA (1094/1095-C) reports, OSHA logs, and NYS DOL postings. Ensure accurate and timely background checks, license/credential verification, and documentation of training requirements. Maintain HR “go-bag” documentation for survey readiness (org charts, licenses, job descriptions, competencies, training logs, etc.). Education & Change Management Deliver training for managers on compliance, documentation, investigations, and timekeeping. Assign and track compliance training in HRIS (Paycom/Relias). Serve as a subject matter expert and advisor on emerging HR regulations. Qualifications

Bachelor’s degree required; Master’s in HR, Health/Public Administration, or JD preferred. 5–7+ years of progressive HR experience, with at least 3 years in compliance, investigations, or HR governance. Strong knowledge of labor law, wage/hour regulations, ADA/FMLA, and unionized workforce compliance. Demonstrated experience with Article 28/31 healthcare environments and survey readiness highly preferred. Exceptional writing, policy drafting, and communication skills. Why Join MHHC?
