The District Human Resources Manager is a member of the Human Resources and Field Operations teams, reporting directly to the District Manager, with a dotted line to the Area Human Resources Manager who aligns with Field Operations and corporate HR. This position supports a district that includes Fort Worth, Lubbock, Odessa, Abilene, and Hobbs, NM, and collaborates with the District Leadership team to execute and implement human capital strategy. The role tailors regional human capital plans to enable an engaged workforce and implements HR practices and processes that align with organizational initiatives across the district, mitigating risk and ensuring compliance.
Major Responsibilities Retention And New Associate Experience
Administer and facilitate the District’s New Associate Experience onboarding program.
Lead, coach, and support the onboarding Ambassadors throughout the district.
Support and train managers to ensure new associates receive appropriate onboarding support.
Identify trends and areas for improvement from onboarding data, exit interviews, and associate feedback.
Identify and propose solutions to address local retention challenges in collaboration with the Area HR Manager and District Manager.
Talent Management
Guide District team development through coaching leaders in people management, process, and functional associate development.
Coach supervisors and managers on creating and executing impactful development plans and discussions.
Monitor development plans for progress and escalate as needed.
Prepare documents and reports for district-level succession planning and quarterly talent reviews.
Execute on the Area training plan and partner with location leaders to ensure training completion.
Deliver new supervisor/manager onboarding to role training and facilitate just-in-time training during mid-year check-ins, annual performance reviews, and merit processes.
Ensure consistent delivery of technical training across the workforce.
Talent Acquisition and Workforce Planning
Collaborate with departments to identify staffing needs based on growth trends and planning tools.
Provide staffing support to leadership by collaborating on recruiting efforts, including local partnerships with technical schools, universities, and colleges.
Coordinate with field recruiters and the District Manager to plan recruiting strategy and prioritize efforts.
Associate and Labor Relations
Proactively build relationships at locations to support a positive culture and engaging environment.
Advise associates and management on HR policies, programs, procedures, and collective bargaining agreements.
Participate in investigations of associate concerns and coordinate with the Area HR Manager on recommendations.
Support Area HR Managers in partnering with Labor Relations, conducting location risk assessments, and promoting Positive Associate Relations training.
HR Expertise & Compliance
Remain aware of employment laws applicable to locations and maintain compliance with Penske policies.
Communicate and follow up to ensure required legal compliance, including compensation parity, wage-hour, I-9, and Associate Handbook acknowledgment.
Ensure training obligations are met (Harassment Prevention, Reasonable Suspicion, Workplace Violence).
Escalate compensation issues to the Area HR Manager and collaborate with centralized compensation to address them.
Partner with corporate resources for diversity & inclusion, leaves of absence, accommodations, benefits, unemployment, workers’ compensation, and safety.
Acquisitions & New Business Opportunities
Lead integration and follow-up to assimilate new associates into Penske culture.
Provide ongoing support for the integration process with onsite meetings, onboarding, staffing, and training.
Other Projects
Other projects and tasks as assigned by supervisor.
Qualifications
At least 3 years of experience in a Human Resources role (generalist, specialist, recruiting) or relevant field operations experience with Penske success.
Bachelor’s degree required.
SHRM or HRCI Certification(s) preferred (e.g., PHR, SHRM-CP).
Knowledge of employment law and regulatory compliance preferred (state requirements may vary by location).
Strong presentation, written and oral communication skills.
Ability to analyze information and data; establish and maintain working relationships.
High level of honesty, integrity, and ethics.
Proficiency with Microsoft Word, Excel, PowerPoint; basic understanding of HRIS systems.
Valid driver’s license and willingness to travel (approximately 30-50% within the home district).
Ability to work the required schedule at the specified location.
Background check and drug screening as part of Penske employment application.
