West Virginia Department of Environmental Protection, Division of Land Restoration, Abandoned Mine Lands/Design, Designated Area: Boone, Braxton, Cabell, Calhoun, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, McDowell, Mercer, Mingo, Monroe, Nicholas, Pocahontas, Putnam, Raleigh, Summers, Wayne, Webster and Wyoming counties. Responsibilities
Employee will be the Design Administrator (DA) for the Southern Abandoned Mine Lands Office, Division of Land Restoration. The position may be filled in either the Fayetteville or Kanawha City offices. Supervise AML Project Managers as direct reports; report directly to the Southern AML Regional Engineer. Manage both consultant- and in-house–designed AML reclamation projects. Oversee reclamation of typical AML features, including open portals, unstable refuse piles, uncontrolled drainage, underground mine subsidence, underground mine fires, hazardous equipment and facilities, and impaired streams. Review and approve project plans, permits, and specifications; review and approve construction cost estimates and project schedules. Coordinate with federal, state, and local agencies (e.g., OSM, WVDOH, USACOE, WVDEP DWWM). Schedule and conduct mandatory Pre-Design and Pre-Bid Meetings for each AML project. Manage consultant-designed projects, including WVDEP Procurement actions for hiring Professional Services. Draft, review, and approve contract terms for design services. Apply standard engineering practices related to slope stability, drainage calculations, site development, erosion and sediment controls, mine pumping and dewatering, and coalfield geology. Utilize skills and experience in CAD, project scheduling, site construction, surveying, and contract management. Coordinate regularly with AML Planning, Realty, and Construction groups to ensure compliance with project requirements. Notes
Regular attendance is an essential part of this position. Qualifying applicants may be required to complete an internet-based profile assessment to compare thinking and reasoning skills, behavioral traits, and occupational interests against the traits determined for the position. The recommended candidate may be subject to a Motor Vehicle Record (MVR) check prior to hire and annually thereafter. All new employees involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file, prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23). Requirements
Training: Current Professional Engineer license (PE) issued by the West Virginia State Board of Registration for Professional Engineers. Experience: Eight (8) years of full-time or equivalent part-time paid experience as a licensed Professional Engineer in a responsible capacity leading engineering projects; experience must be after the bachelor’s degree but may be before or after licensure. Note: Your complete work history is needed to qualify and should be as detailed as possible. Preference will be given to applicants with Mining, Civil, or Environmental Engineering degrees or related experience. Salary:
