Under the direction of the Texas Parks Wildlife (TPWD) Recreation Grants Fiscal Manager, this position performs highly complex (senior-level) auditing work. Work involves examining and reviewing records and reimbursement requests to ensure legal compliance with laws and regulations related to state and federal grants. Provides technical assistance to grant recipients and program staff. Works under limited supervision and has considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualifications:

Minimum Qualifications:

Education: Graduation from an accredited college or university with a Bachelor's degree. Experience: Three years experience in government auditing or accounting. Licensure: Applicant must possess or be able to obtain and hold within 30 days of employment a valid class and “Cand” Texas driver's license.

Acceptable Substitutions:

One additional year of experience in government auditing or accounting may substitute for 30 semester hours of the required education, with a maximum substitution of 120 hours.

Preferred Qualifications:

Education: Graduation from an accredited college or university with major coursework in accounting, business administration, finance, economics, or a related field. Experience: Experience with auditing state or federal grants; Experience using CAPPS Purchasing (receipting) module.

Knowledge, Skills and Abilities:

Knowledge of accounting and auditing methods and systems.

Knowledge of generally accepted auditing standards and procedures.

Knowledge of 2 CFR 200; Knowledge of Texas Grant Management Standards.

Skill in using MS Word, Excel, Outlook and financial software.

Skill in effective verbal and written communication; Skill in assimilating and deciphering reimbursement requests; Skill in establishing and maintaining effective work relationships with co‑workers and work‑related contacts; Skill in training others.

Ability to compose clear and concise reports.

Ability to gather and analyze accurate and relevant audit information; Ability to accurately complete and assemble audit working papers.

Ability to communicate effectively, and to provide guidance to others.

Ability to perform manual labor including, lifting supplies and materials up to 20 lbs.; Ability to conduct work activities in accordance with TPWD safety program.

Working Conditions:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

Required to work overtime as necessary.

Required to perform manual labor including, lifting supplies and materials up to 20 lbs.

Required to travel 5% with possible overnight stays.

Required to operate a State vehicle.

Non‑smoking environment in State buildings and vehicles.
