Program Description:
Forensic Intensive Clinical Coordination is a program contracted with the Department of Community Justice to provide dual diagnosis services and support to women and femme‑aligned non‑binary individuals on probation or parole with the Department of Community Justice’s Mental Health Unit or Women and Family Services Unit. Positions are contingent on background checks from the Department of Community Justice.
Position Description:
The Counselor III provides evidence‑based clinical interventions, case management support, and crisis intervention to a population that includes women and femme‑aligned non‑binary individuals on probation or parole with the Department of Community Justice’s Mental Health Unit or Women and Family Services Unit. The Counselor III utilizes a trauma‑informed lens and awareness of cultural diversity to serve clients with a treatment team approach that includes medication management, addiction treatment, and primary care services.
Essential Responsibilities
Utilize evidence‑based practices to deliver therapeutic services tailored to client needs.
Complete comprehensive behavioral health assessments, create individualized service plans, and maintain accurate, timely electronic health records (EHR).
Work closely with other providers and support systems to ensure comprehensive treatment planning and continuity of care.
Offer strengths‑based case management and motivational interviewing in various settings, including client homes or community venues, using assertive engagement to meet clients where they are.
Establish trusting relationships to support self‑advocacy, goal setting, and achievement of personal milestones.
Establish and nurture collaborative relationships with community stakeholders to promote stability and continuity of care.
Provide crisis intervention services and utilize de‑escalation techniques to minimize acute care and hospitalization.
Maintain accurate, up‑to‑date documentation to ensure compliance with all agency policies, procedures, and local, state, and federal regulations, and billing requirements.
Support clients in obtaining necessary services and benefits, including medical, housing, and social services.
Comply with laws, regulations, policies, and procedures under which the program and company operates.
Perform other responsibilities as assigned.
Qualifications Education:
Master’s degree in behavioral science field from an accredited college or university. Demonstrate competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in Oregon Administrative Rulings (OARs); or credentialed through state licensing boards: Board of Licensed Social Workers or Board of Licensed Professional Counselors. Certification must be current and in compliance with OARs through MHACBO or respective licensing board.
Certification
Certified Alcohol and Drug Counselor (CADC) registrant credentials (CADC‑R) required.
CADC I or II preferred.
Specialized Knowledge, Skills, & Abilities
Conduct a Mental Status assessment and formulate diagnosis according to the most recent DSM.
Proficient verbal and written communication skills.
Understanding of recovery model, motivational interviewing, illness management and recovery, evidence‑based practices, and strength‑based case management philosophies and strategies.
Knowledge of Microsoft Office Suite (e.g., Word & Excel).
Other All client‑facing positions must have Basic Life Support (BLS) certification and effectively use AED equipment. BLS certification training is provided within the first 60 days of hire, and certification must remain current.
Working Conditions Work is performed in an outpatient setting and occasionally in the community or residential treatment facility. Universal precautions are required due to exposure to disease, biohazards, noise, and contaminants. General business hours apply, but the Counselor III may be required to respond to crises after hours. Meal periods and breaks may be interrupted. Employees must be capable of assisting clients in community integration activities and may be required to provide transportation using agency vehicles.
