Base pay range
$75.00/hr - $81.00/hr Job responsibilities
Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object‑oriented development. This position will be working to develop, implement, and support the expansion of the Texas HHS Microsoft 365 Power Platform and complete development to support DSHS CFO’s Invoice Tracking System (ITS). He/she will perform Developer duties that will involve the following Power Platform areas: Process Automate, Dataverse, Integration of Power Apps with external services and products, Model‑driven Apps, Canvas Apps, Power Pages, and more. Candidate Skills and Qualifications
8 years Required:
Work experience with Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments. 4 years Preferred:
Hands‑on experience with Microsoft Power Apps, Power Pages, Connectors, and Power Automate technical solutions. 2 years Preferred:
Experience in design and development of Power Pages, Canvas App, and Model‑Driven Apps utilizing Microsoft Dataverse, SharePoint, or other databases as the backend data storage model. Terms of Service
Services are expected to start

and are expected to complete by
06/30/2026 . Total estimated hours per Candidate shall not exceed

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. Work Hours and Location
Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Health and Human Services Commission . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed. The primary work location(s) will be at
701 W 51st Street Austin, TX 78751 . The working position is
Hybrid - On Site and Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Health and Human Services Commission
will provide pre‑approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre‑approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre‑approved through
Texas Health and Human Services Commission . Other Special Requirements
