Position Summary The Project Engineer / Estimator plays a key role in the success of government and private construction projects by supporting preconstruction, estimating, and project management activities. This position is responsible for preparing cost estimates, coordinating all documentation, ensuring compliance with requirements, and assisting with the execution of construction projects in accordance with contract specifications and regulatory standards.
Key Responsibilities Monitor solicitation websites to watch for upcoming opportunities Review government solicitations, RFPs, and bid packages for scope, technical requirements, and contract terms (including compliance) Provide scopes to potential subcontractors Prepare and manage weekly bid meetings with senior management Solicit and evaluate subcontractor and supplier quotes Prepare and submit bid proposals Manage RFI process between subcontractors and asset owner for all bids Maintain cost databases and historical bid records for benchmarking and accuracy Maintain subcontractor lists and update frequently to ensure accurate bids are received Assist with obtaining bid bonds, COIs, etc required for bids Maintain a master set of all plans and specs and ensure they are current Track and update project schedules, budgets, and progress reports Participate in preconstruction, progress, and coordination meetings with contracting officers and clients
Qualifications Bachelor’s degree (or equivalent experience) in Construction Management, Civil Engineering, or related field 3–5 years of experience in construction management (private experience a bonus) Familiarity with federal and state procurement processes Familiarity with spreadsheet and project management software (e.g., Procore, Project Team, MS Project, Excel) Understanding of construction methods, materials, and cost drivers Excellent written and verbal communication skills Competitive salary commensurate with experience
