The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the Health Care Authority in an efficient and responsive manner, and ensures the HCA gains full benefit from its current and future investments in technology.
The Senior IT Application Developer will:
Independently perform the most complex assignments often requiring the development of new or improved applications, processes, or techniques; Contribute to all phases of a project, including systems analysis, program design, development, and implementation and; Serve as a liaison between client partners, IT, project managers, and other stakeholders in planning and building software solutions. How does it get done?
The Senior IT Application Developer is responsible for:
Proposing, conceptualizing, designing, implementing, and developing solutions for difficult and complex applications independently. Work on projects that may span a broad range of applications and/or require expertise in multiple technical environments and business areas; Making complex configurations/modifications to Commercial Off The Shelf (COTS) software systems/products (e.g. PeopleSoft, ArcGis, WordPress) and manage all aspects of the system/product to include and not limited to installation, backup, data recovery, security, clustering, and establishing system utilization standards; Application security, validation, evaluation, and implementation; Developing, executing, and documenting test plans; Setting up and maintaining the test environments; Assessing client needs utilizing a structured requirements process (gathering, analyzing, documenting, and managing changes). Analyzes client operations to understand their strengths and weaknesses to uncover opportunities for improvements; Leading or participating in project planning processes. Creating and sharing development estimates and operational requirements to enable accurate planning with realistic timelines; Writing and communicating business requirements and functional specifications for the implementation of client solutions; Reviewing the physical design of existing systems for optimizing performance by conducting gap analysis, identifying feasible alternative solutions, and assisting in the scope of modifications; Working closely with architects to ensure all systems are in line with IT¿s long-term strategy; Reviewing technical design specifications developed by junior analysts/developers; Working as a project or team lead and provide technical direction to lower-level team members; Mentoring lower-level applications developers; Participating in the identification of continuity/disaster recovery risks and mitigation plans. While assisting in the development of disaster recovery plans with service providers; Documenting functions and changes to new or modifies modules, test activities/results, and other areas; Assisting in the development of user guides and training documentation for systems; Providing support for integration of geo-spatial information technology (GIT) applications, as needed; Developing reports and presentations for senior management, as needed and; Engaging in long-term strategic planning. The ideal candidate will have:
Sharepoint Certification; Basic knowledge of HTML, XML, Flex, ASP, SQL, Java or C++, REST and SOAP-based web services; Five (5) or more years of hands-on SharePoint development (Online & On-Premise); Proficiency in SPFx, React, TypeScript, REST API, and PnP; Strong experience with Power Platform (Power Apps, Power Automate, Power BI) Skills in modern web tech: HTML, CSS, JavaScript, jQuery; Experience designing scalable SharePoint solutions and intranets; Knowledge of SharePoint security, permissions, and governance; Familiarity with Azure DevOps, Git, and CI/CD pipelinesStrong communication skills and team collaboration; Relevant Microsoft certifications (Power Platform or Microsoft 365 Developer preferred) and; Demonstrated continued personal/professional development.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and three (3) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Travel statewide is required.
