The Income Support Division (ISD) Systems Bureau supports the Divisions Eligibility Operating System, Consolidated Customer Service Center, Unified Portal and all other technologies that ISD staff and customers utilize to perform their daily functions. Help Desk Activities, Troubleshooting defects, Creating and Testing Enhancements are part of daily work on technical projects.

The Associate Data Analyst will:

Ensure system integrity and functionality which include creating test case scenarios; Ensure tests are executed using predetermined data from the user stories, exercising test scripts, recording actual results, comparing actual and expected results, providing documentation regarding the system behavior, troubleshooting, identifying; Document system defects, validating system functionality after each release during the Agile process. How does it get done?

The Associate Data Analyst is responsible for:

Conducting User Acceptance Testing (UAT) for the Automated System Program and Eligibility Network (ASPEN); ASPEN+; Unified Portal and supporting other systems such as Insights; BeWell NMHIX, ASPEN Impact Dash, NM Service Connect; Determining if the requirements of a specification or contract are met and system(s) are functioning as expected; Conducting formal testing with respect to user needs, requirements, and business processes; Completing System enhancements, monitor, triage and report system defects, determine root analysis, conduct routine system maintenance activities and/or Resolve issues submitted by ASPEN users via telephone or portal; Creating and follow-up incident reports using Cherwell, Clear Quest and DameWare and; Troubleshooting and documenting system issues and provides instruction on eligibility determination, benefit issuance, name clearance, interfaces, correspondence, account creation, password resets and associated system requests. All internal HCA staff; Contracted Vendors; External customers such as other State Departments or entities; HCA customers; Internal and external agencies; Stakeholders; Leadership and staff as appropriate. Ideal Candidate

The ideal candidate will have:

Project Management experience; Knowledge with the Automated System Program and Eligibility Network (ASPEN); Experience with the ISD processes, policy and procedures.

Minimum Qualification

High School diploma or equivalent and six (6) months of experience directly related to the position in research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) months may substitute for the required experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Working Conditions

Office setting, exposure to Visual/Video Display terminal (VDT) and extensive computer and telephone usage. Some travel will be required. Flexible schedules are required during testing time frames.
