In this role, you will serve as the primary financial advisor to the Economic Services Administration’s Executive Management for statewide programs funded by state and federal resources, focusing on the Office of Refugee and Immigrant Assistance (ORIA). Reporting to the Federal Accounting and Reporting (FAR) Manager, you will analyze, interpret, and apply federal, state, and Office of Financial Management (OFM) guidelines, including 2 CFR Part 200.
Responsibilities
Monitor subrecipients of ORIA federal funds through onsite visits, interviews, reviews, and reports to ensure compliance with OMB 2 CFR Part 200 and other federal requirements.
Review and analyze budgets, contracts, financial requests, and FFATA data; coordinate with program managers to ensure accurate federal submissions.
Prepare monitoring reports with findings and recommendations; advise program managers on fiscal issues and funding decisions.
Interpret and apply federal and state fiscal policies, laws, and regulations, translating technical requirements into clear guidance for non‑accountants.
Design, develop, and implement fiscal processes and procedures with staff to ensure accurate reporting, including SEFA and year‑end closing activities.
Provide training, guidance, and mentoring to staff, program managers, and subrecipients; serve as a Subject Matter Expert for audits and fiscal policy.
Recommend improvements to internal controls and business practices while ensuring compliance with DSHS, OFM, SAO, and federal requirements.
Qualifications
Ability to analyze, interpret, and apply financial data, budgets, contracts, and reports to ensure compliance with state and federal regulations.
Knowledge of state and federal budgeting, accounting principles (GAAP), funding mechanisms, contracting laws, and relevant policies, including 2 CFR 200, SAAM, and DSHS guidelines.
Critical thinking, independent judgment, and the capacity to prioritize competing demands in a professional and resilient manner.
Strong verbal and written communication skills, translating technical fiscal information for non‑accountants and presenting in formal and informal settings.
Proficiency in building and maintaining relationships with diverse stakeholders, resolving conflicts, mentoring staff, and fostering an inclusive work environment.
Proficiency with Microsoft Office (Excel, Word, Outlook, PowerPoint) and financial systems such as AFRS, Enterprise Reporting, Business Intelligence/Ad Hoc.
Ability to travel statewide for subrecipient monitoring and other fiscal oversight activities, including overnight or multi‑day assignments when required.
