DSHS ESA Fiscal Analyst 5 (Subrecipient Monitoring Grant Manager)
– Olympia, WA.
Primary financial advisor to the Economic Services Administration’s Executive Management for statewide programs funded by state and federal resources, with a focus on the Office of Refugee and Immigrant Assistance (ORIA).
Reports to the Federal Accounting and Reporting (FAR) Manager within the Accounting and Internal Control Section.
Provides expert analysis, interpretation, and application of federal, state, and Office of Financial Management (OFM) guidelines, including 2 CFR Part 200.
Ensures accurate oversight and effective management of ORIA subrecipient grants across the state. Responsibilities
Monitor subrecipients of ORIA federal funds through onsite visits, interviews, reviews, and reports to ensure compliance with the Office of Management and Budget (OMB) 2 CFR Part 200 and other federal requirements. Review and analyze budgets, contracts, financial requests, and Federal Funding Accountability and Transparency (FFATA) data; coordinate with program managers to ensure accurate federal submissions. Prepare monitoring reports with findings and recommendations; advise program managers on fiscal issues and funding decisions. Interpret and apply federal and state fiscal policies, laws, and regulations, translating technical requirements into clear guidance for non-accountants. Design, develop, and implement fiscal processes and procedures with staff to ensure accurate reporting, including Schedule of Expenditures for Federal Awards (SEFA) and year-end closing activities. Provide training, guidance, and mentoring to staff, program managers, and subrecipients; serve as a Subject Matter Expert (SME) for audits and fiscal policy. Recommend improvements to internal controls and business practices while ensuring compliance with DSHS, OFM, State Auditor’s Office (SAO), and federal requirements. Qualifications
Ability to analyze, interpret, and apply financial data, budgets, contracts, and reports to ensure compliance with state and federal regulations. Knowledge of state and federal budgeting, accounting principles (GAAP), funding mechanisms, contracting laws, and relevant policies, including 2 CFR 200, SAAM, and DSHS guidelines. Ability to think critically, exercise independent judgment, prioritize competing demands, and adapt to changing business needs in a professional and resilient manner. Strong communication skills, both verbal and written, translating technical fiscal information for non-accountants and presenting in formal and informal settings. Skill in building and maintaining relationships with diverse stakeholders, resolving conflicts, mentoring staff, and fostering an inclusive work environment. Proficiency with Microsoft Office (Excel, Word, Outlook, PowerPoint) and financial systems such as AFRS, Enterprise Reporting, Business Intelligence/Ad‑Hoc, and related tools. Ability to travel statewide for subrecipient monitoring and other fiscal oversight activities, including overnight or multi‑day assignments when required. Who Should Apply?
Minimum: Bachelor’s degree with 18 quarter (12 semester) hours in accounting, auditing, or budgeting, and four to five years of relevant professional experience. Professional experience may substitute for education, but generally not for the required credit hours. Preferred: Master’s degree in a financial‑related field, or certification as a CPA, Internal Auditor (CIA), Certified Governmental Financial Manager (CGFM), or Management Accountant (CMA). Equivalent combinations of education and experience will also be considered. Additional Information
