Job Description and Duties Under the direction of the Supervising Right of Way Agent, the Senior Right of Way Agent performs all duties necessary to manage the Right of Way functional unit to which they are assigned. Right of Way functions may include Appraisals, Acquisitions, Utilities, Relocation Assistance, Real Property Services, Railroads, Condemnation, Planning and Management, Local Programs, Right of Way Project Estimates, Certifications, and any combination thereof. While assigned to one or more of the specific areas, the incumbent will primarily devote their time to that/those function/s. The incumbent is also responsible for supervising, directing, reviewing and planning the work of a group of entry level and Associate level Right of Way Agents and Support Staff assigned to their functional unit. Travel is required, and possession of a valid driver’s license is needed.

Special Requirements
Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
Statement of Qualifications - Applicants must also submit a Statement of Qualifications (SOQ). The SOQ is a discussion of how an applicant's education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for this position.
Failure to include and complete the SOQ as instructed may not be considered and may result in disqualification for the interview.
Resumes and cover letters will not take the place of the SOQ.
The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 11 Arial font.
The SOQ must address the following:
Provide examples that demonstrate your knowledge and experience in the review, analysis and processing of appraisals, contract documents, financial reports and cost proposals.
Provide examples of your analytical skills in recognizing problems, developing solutions and addressing challenging situations. Include any additional analytical experience you have in data analysis and how you have ensured accurate and concise reports for sales of properties.
Describe your experience and role working with staff, consultants, and internal and external customers. Include examples of your verbal and written communication experience, particularly in quasilegal terminology.
Describe your experience with organizing workload, multi-tasking, balancing priorities and meeting strict deadlines. Include any knowledge and experience in records management, particularly confidential files.
Provide examples that demonstrate your ability to lead staff, inspire a shared vision, and achieve successful outcomes through teamwork, professionalism and technical skills with organized work plans and effective risk management.

The incumbent must be able to adapt to new roles and organizational structures, by leveraging innovations and efficiencies, and help to guide the implementation of the Department's purpose, mission, vision, goals, and values.
