Overview
Excise Tax Examiner 4 (in training considered) within the Tax Credit Administration Unit enforces the Working Families Tax Credit program, reviews complex eligibility criteria, completes audit cases, guides staff, participates in process redesign, and collaborates on Washington Administrative Codes.
Responsibilities
Review and audit WFTC applications to determine eligibility, focusing on self‑employment income, expenses, and deductions.
Examine federal tax returns, workpapers, and financial records of individuals and sole proprietorship businesses to ensure proper reporting on WFTC applications.
Analyze federal tax returns, workpapers, financial records, transactions, and discrepancies.
Develop and implement policies and plans applicable to the WFTC program.
Assist in implementing new laws, policies, and procedures, and coordinate implementation efforts.
Identify applications with suspicious reporting, emphasizing sole‑proprietorship tax reporting and self‑employment income, expenses, and deductions.
Identify accounts for examination and research responses using available systems and data sets, including Federal Tax Information (FTI).
Remain current on state and federal law changes impacting taxation for individuals and sole proprietorship businesses.
Qualifications
Basic understanding of accounting principles, general ledgers, journal entries, and GAAP.
Experience using Excel functions and formulas to organize and analyze data.
Research, analysis, and problem‑solving skills; ability to understand and solve problems by applying analytic skills.
Ability to research, interpret, and apply federal and state tax laws to determine correct tax reporting.
Planning and organization skills; ability to meet deadlines.
Communication (written and verbal) skills.
Adaptability and professionalism.
Proficient knowledge of the Washington Revenue Act, rules, policies, state tax structure, and tax administration.
Preferred
Bachelor’s degree in business, public administration, or an allied field.
One year as an Excise Tax Examiner 3, or senior‑level accounting, auditing, compliance, or tax administration experience with requisite coursework.
Experience with federal income tax law for individuals and sole proprietorships; certification as an IRS Enrolled Agent, CPA license, 20 hours of federal accounting credits.
Knowledge of the WFTC program.
Bi‑lingual ability.
