Excise Tax Examiner 4

(in‑training will be considered) within our Tax Credit Administration Unit. This position enforces the WFTC program by reviewing the most complex eligibility criteria for applicants and completing audit cases while guiding division staff with interpretive questions related to program administration and eligibility. In addition, this position will participate in systems and process redesign as well as collaborate with other agency staff to revise or propose Washington Administrative Codes (WACs) and related administrative publications.

Responsibilities

Review and audit WFTC applications to determine WFTC eligibility, with specific emphasis on complex federal reporting such as self‑employment income, expenses, and deductions.

Examine federal tax returns, workpapers, and financial records of individuals and sole proprietorship businesses to ensure proper reporting on the WFTC application and eligibility for the WFTC.

Analyze federal tax returns, workpapers, financial records, transactions, and discrepancies.

Develop and implement procedures, policies, and plans as they apply to the WFTC program.

Assist in implementing new laws, policies, procedures, and plans; coordinate the implementation effort.

Identify applications with suspicious reporting, with specific emphasis on sole proprietorship business tax reporting, including self‑employment income, expenses, and deductions.

Identify accounts for examination and research responses using available systems and data sets, including systems and data sets that are Federal Tax Information (FTI).

Remain current on state and federal law changes impacting taxation for individuals and sole proprietorship businesses.

Qualifications

Knowledge of Accounting Principles and Tools: basic understanding of accounting principles, including financial statements, general ledgers, and journal entries; experience using Excel functions and formulas to organize, analyze, and summarize data; basic understanding of Generally Accepted Accounting Principles (GAAP).

Research, Analysis, and Problem Solving: ability to understand and solve problems by applying intermediate analytical skills to collect all relevant information and data needed to reach a conclusion; ability to research, interpret, and apply federal and state tax laws to determine correct tax reporting; ability to methodically research and analyze a subject to discover facts and develop a plan of action based on the facts discovered or the conclusion drawn.

Planning and Organization: ability to regularly evaluate progress on assignments and adjust organization, priority, time, method, etc. to meet deadlines; ability to effectively handle highly stressful or adverse situations, making good decisions, working calmly and accurately, and helping to calm others; ability to effectively organize multiple assignments, sometimes of a complex nature or involving competing priorities, to produce accurate, thorough, and timely work products.

Communication (Written and Verbal): ability to convey complex information in lay‑man’s terms to generate understanding and reach agreement; experience communicating effectively and professionally, in both verbal and written form; experience composing written communication that effectively conveys ideas or information to the intended reader; ability to effectively provide instruction to internal and external stakeholders on the application of tax law; ability to effectively interact one‑on‑one or in a group with other state employees and the public.

Adaptability: possess an openness toward changing ideas, responsibilities, strategies, and processes; experience working with a high degree of autonomy and also participating collaboratively as part of a team.

Professionalism and Leadership: demonstration of taking personal responsibility for the quality and timeliness of work; ability to earn the trust, respect, and confidence of co‑workers and customers through consistent honesty, forthrightness, and professionalism in all interactions.

Proficient knowledge of the Washington Revenue Act of 1935, as amended; rules, policies, and procedures of the Department of Revenue; state tax structure and tax administration.

Preferred Qualifications

Bachelor’s degree involving major study in business or public administration, or a closely allied field.

One year as an Excise Tax Examiner 3, or two years of Department of Revenue experience at the senior or lead level in accounting, auditing, compliance, or tax administration (provided 6 semester hours of accounting, business law, money and banking, or finance coursework have been completed), or three years of non‑Department of Revenue experience at the senior or lead level in accounting, compliance, auditing, or tax administration (provided 6 semester hours of accounting, business law, money and banking, or finance coursework have been completed).

Experience with federal income tax law for individuals and sole proprietorship businesses. This includes, but is not limited to, certification as an IRS Enrolled Agent, Certified Public Accountant (CPA) license; 2 years preparing federal income tax returns that include Schedule C self‑employment income; or 20 hours of federal income tax accounting credits.

Knowledge of the WFTC program and legislative process; knowledge of tax administration programs, policies, and procedures in the WFTC Division; bi‑lingual ability.
