Overview

The City of Oxnard’s Cultural and Community Services Department is seeking a Recreation Specialist to contribute to the Oxnard City Corps Program. This unique initiative offers students and young adults meaningful, hands‑on experiences that connect academic learning with real‑world community service. Participants will work closely with City Government departments, schools, and nonprofits to address social, environmental, and educational challenges while developing leadership, collaboration, and critical‑thinking skills. This role is ideal for those passionate about mentorship, civic engagement, and making a tangible impact.

What You’ll Do

Coordinate and lead teams in weekly service activities, events, or projects. Operate light equipment (weed whackers, saws, power tools, etc.) to complete weekly tasks and special projects. Assist with program logistics, including youth volunteer recruitment, event planning, and communication with colleagues and supervisors. Document and evaluate team learning experiences through journals, presentations, and/or vital reports. Serve as liaison between community partners, trainees/youth volunteers, and program coordinators. Promote a culture of civic responsibility and active citizenship among peers and youth members. Transport youth members for program‑related activities. Mentor youth members and develop job and life skills to help them reach future career goals.

Classification Summary

This class is the third level in a six‑level Cultural and Recreation Services classification series devoted to providing arts, museum, and performing‑arts management and recreational, human services, and cultural arts programs and activities. Incumbents provide professional, journey‑level planning, organizing, conducting, and evaluating recreation, leisure, art, and human services activities for children, youth, adults, and seniors. Tasks may include supervising a recreation facility or program, ensuring safe operation and clean environment, ordering supplies, providing customer service, coaching participants, performing custodial duties, guiding staff, answering phones, coordinating special events, maintaining records, entering data, maintaining stakeholder relationships, and responding to the public.

Distinguishing Characteristics

This classification is distinguished from the Cultural and Recreation Services Technician, Senior in that it provides planning, coordination, implementation, and evaluation of an assigned program and related resources.

Supervision Exercised / Supervision Received

May serve as lead worker, assigning work and monitoring completion; may supervise paraprofessional and/or support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Receives general supervision on routine items performed per established standards and procedures, and receives specific work instruction for non‑routine matters and deadlines.

Work Schedule

The normal work week is Monday through Friday, 8:00 am to 5:00 pm. City Corps participates in many programs and events that operate during weekends and nights. Depending on assignment, staff may be required to work outside standard hours, be available for additional hours in response to workload peaks, and may need to be on call. The work environment varies by assignment, primarily in an office setting or out in the field. Hybrid or remote work is not offered.

Minimum Qualifications

High School Diploma or GED and three (3) years of related experience equivalent to a Recreation Aide/After‑School Program Instructor for the City of Oxnard in the area of assignment; or Associate’s degree (or 60 units) in a related field and one (1) year of related experience equivalent to a Recreation Aide/After‑School Program Instructor for the City of Oxnard in the area of assignment. (Note: To qualify for the educational incentive benefit, candidates must possess a degree level of Bachelor’s or above.)

Licensing and Certifications

Valid California Class C Driver’s License with a satisfactory driving record Valid First Aid / Cardiopulmonary Resuscitation (CPR) certification within six months of hire Light equipment certification (chainsaw, forklift, etc.) encouraged but not required Ability to communicate effectively in English, both orally and in writing

Employment Terms

The position requires a 12‑month probationary period. Employees participate in the City’s direct deposit plan and are paid bi‑weekly. On the first day of employment, new employees must provide proof of citizenship or documentation of legal right to work in the United States in compliance with the Immigration Reform and Control Act. The City participates in E‑Verify and will use Form I‑9 to confirm authorized work status.
