The Program Director will provide strategic oversight of the Motor City Contractor Fund, which has been designed, developed, and successfully launched. This Part-Time role (24 - 30 hours per week) is responsible for managing the Program Manager and ensuring continued alignment with the Fund’s mission and goals. The Program Director will focus on enhancing operational efficiencies, strengthening the capital delivery and technical assistance components, and optimizing communication with partners and stakeholders. Additionally, the Program Director will lead efforts to refine performance metrics and long‑term strategies that improve program effectiveness, sustainability, and overall impact.

About the Position Reporting to the Chief Lending Officer, the Program Director will work closely with the Program Manager to enhance and improve the already‑launched Motor City Contractor Fund, ensuring it remains equitable, inclusive, and impact‑driven. Building on the existing program framework, the Program Director will collaborate with the Program Manager to identify and implement enhancements, improve operational efficiencies, and drive innovative solutions that fill gaps for underserved contractors and expand opportunities for business growth.
The Program Director will partner with the Program Manager to convene MCCF partners, collect and analyze program data, and coordinate communications within the ecosystem to keep stakeholders informed and engaged. Together, they will ensure that grantors, stakeholders, and ecosystem partners receive timely updates by analyzing performance at both aggregated and disaggregated levels. The Program Director will also work with the Program Manager to oversee the technical assistance component, ensuring contractors receive organized, high‑quality training and support.

Key Responsibilities Strategic Oversight & Vision
Provide strategic direction and leadership for the MCCF, ensuring alignment with the Fund and Invest Detroit’s mission and long‑term goals.
Supervise and support the Program Manager and other program staff to ensure strong operational delivery and effective cohort execution.
Lead program refinement and identify opportunities for greater operational efficiency, system integration, and user experience improvements.
Develop and implement multi‑year strategies for program growth and innovation based on data, community feedback, and stakeholder input.
Identify and recommend strategic partnerships, systems improvements, and policy recommendations that support emerging contractors and ecosystem‑wide impact.
Guide the ongoing execution and enhancement of the technical assistance model and cohort experience.
Structure, launch, and manage MCCF loan funds, ensuring compliance with lending regulations, underwriting standards, and governance policies.
Oversee the structured deployment of capital to Detroit‑based contractors through organized lender integration.
Ensure high‑quality performance and accountability among operational partners, technical assistance providers, mentors, and vendors.
Lead the resolution of escalated issues in cohort engagement, vendor management, or operational matters.
Fundraising and Resource Development: Actively identify, pursue, and secure funding opportunities to sustain and expand MCCF initiatives.
Financial Fund Development: Establish, structure, and manage a dedicated MCCF financial fund to ensure long‑term program sustainability and impact.
Partnerships & Stakeholder Engagement
Represent the MCCF at the leadership level with funders, civic and community partners, and external stakeholders, while collaborating closely with program staff who lead engagement with participants and delivery partners.
Cultivate and manage strategic partnerships to broaden the program’s impact and enhance service delivery for contractors.
Work with a marketing firm and Invest Detroit’s External Relations team to increase community awareness and strengthen outreach and recruitment strategies.
Data, Reporting & Accountability
Monitor and refine program metrics to evaluate impact and effectiveness.
Ensure timely and accurate reporting to funders, internal stakeholders, and community partners.
Work with grants administration on program compliance, grantmaking processes, and budget oversight.
Ensure accountability to program goals through regular assessment of outcomes, staff performance, and partner deliverables.
Operational Management
Oversee the program’s systems, tools, and vendor relationships to improve efficiency and user experience.
Guide strategic decision‑making on resource allocation, staffing, and budgeting.
Lead and support the recruitment, development, and performance management of program staff in alignment with evolving program needs.
Other Duties
Collaborate with Invest Detroit leadership on enterprise‑wide initiatives that intersect with MCCF goals.
Participate in the selection of future vendors, consultants, and technology tools that enhance program effectiveness.
Other responsibilities assigned by Invest Detroit related to the MCCF’s mission and goals.
Qualifications Program Management Expertise
7+ years of experience in program leadership, economic development, entrepreneurship support, or a related field.
Strong knowledge of the contractor and construction industry, including common practices, compliance requirements, and challenges for small contractors, strongly preferred.
Experience working with small business owners, contractors, CDFIs, and/or technical assistance programs preferred.
Deep understanding of the Detroit small business ecosystem and structural barriers facing small entrepreneurs.
High emotional intelligence, cultural competency, and ability to lead with humility and authenticity.
Ability to bridge communication between mission‑driven goals and investor risk/return expectations.
Fund/Loan Fund Management Expertise
Demonstrated experience in standing up new funds, systems, or financial products from inception, including building processes, policies, and infrastructure to support growth including compliance with lending regulations, underwriting, and fund governance.
Knowledge of CDFI lending practices, credit risk management, and deployment of capital in alignment with community development goals.
Fundraising and Capital Development
Proven ability to raise capital from philanthropic, corporate, and public‑sector sources.
Experience designing fundraising strategies, cultivating donor/funder relationships, and developing pitches or proposals to secure long‑term financial sustainability for the fund.
Financial and Investment Acumen
Advanced financial management skills beyond grants, including cash flow modeling, portfolio monitoring, and reporting for funders/investors.
Ability to oversee third‑party fund managers to ensure proper fund administration.
Performance Expectations
Advance the MCCF’s mission through strategic planning, innovative leadership, and strong execution.
Build a sustainable and scalable program model through continuous learning and operational improvement.
