We’re seeking experienced

Program Managers

to join our growing Water Resources and Environmental Programs team. These roles offer the opportunity to lead impactful, community-focused projects across planning, compliance, design, and implementation. Each Program Manager will take ownership of a specialized program area—serving as a trusted advisor to clients, guiding multidisciplinary teams, and advancing projects that protect natural resources and promote resilient, sustainable outcomes. Core Responsibilities

Client Management:

Serve as the primary point of contact for clients—understanding needs, providing strategic guidance, and fostering long-term relationships. Project Planning & Execution:

Develop and manage project plans, budgets, and schedules; ensure deliverables meet quality and regulatory standards. Team Leadership:

Lead and mentor multidisciplinary project teams, ensuring clear communication, collaboration, and accountability. Resource & Financial Management:

Optimize resource allocation, track budgets, and ensure profitability while meeting client goals. Risk & Quality Assurance:

Identify and mitigate risks, maintain rigorous QA/QC practices, and ensure compliance with internal and external standards. Business Development:

Identify new opportunities, contribute to proposals, and strengthen the firm’s market presence. Continuous Improvement:

Capture lessons learned and champion process enhancements that drive innovation and efficiency. Qualifications

Required: Bachelor’s degree in hydrology, water resources, environmental studies, civil engineering, landscape architecture, or a related field. 10+ years of progressive experience in water resources, environmental, or municipal program management. Valid driver’s license and ability to travel to off-site locations as needed. For the Technical Manager role, proficiency in tools such as XP-SWMM, HydroCAD, or MIKE platforms. Preferred: Staff and project management experience in the A/E industry. Professional Engineer (PE), PMP, or similar certification. 10–20 years of experience and demonstrated client leadership. Available Focus Areas

1️⃣ Stormwater and NEPA Compliance Program Manager

Lead development and oversight of stormwater and environmental compliance programs—including MS4s, TMDLs, NPDES permitting, and NEPA/MEPA documentation. You’ll coordinate directly with agencies, guide clients through complex regulatory processes, and ensure every permit and report is delivered with precision and compliance confidence. Ideal background: 10+ years in stormwater permitting, environmental documentation, and regulatory consulting. QEP, CPESC, or similar credentials preferred. 2️⃣ Planning and Stakeholder Management Program Manager

Drive comprehensive watershed and natural resource planning efforts such as 1W1Ps, SWMPs, and WRAPS. You’ll bring together stakeholders, local governments, and communities to craft plans that integrate water quality, land use, and climate adaptation strategies. Ideal background: 10+ years in water resource or municipal planning with strong facilitation skills. AICP or ENV SP preferred. Deliver project management excellence for public-sector clients—serving as an embedded partner to guide capital improvement programs, corridor studies, or MS4 initiatives. You’ll manage budgets, schedules, and compliance with confidence while representing clients in board and council settings. Ideal background: 10+ years managing municipal or watershed projects. PMP or CMCI certification strongly preferred. 4️⃣ Civil and Water Resources Technical Manager

Lead the firm’s technical delivery for hydrologic/hydraulic modeling, stormwater BMP design, and green/blue infrastructure solutions. You’ll mentor technical teams, uphold QA/QC standards, and champion innovative, climate-adaptive design approaches. Ideal background: Licensed PE or CFM with 10+ years of technical water resources design and modeling experience (XP-SWMM, HydroCAD, MIKE, etc.).
