Senior Evaluation Consultant – Evaluation of UNICEF’s Manager Support Programme

Purpose of Assignment The Manager Support Programme (MSP) is UNICEF’s key initiative to strengthen people management, inclusive leadership, and supportive supervisory practice across the organization. As MSP concludes its first cycle, UNICEF requires credible and independent evidence on the programme’s relevance, effectiveness, and contribution to organisational culture. The Evaluation Office will conduct an independent evaluation of the MSP from November 2025 to April 2026, assessing achievements, organisational conditions, and generating forward‑looking recommendations.
Scope of Work
Facilitate methodological design and refinement during inception.
Oversee data collection and analysis, ensuring quality and consistency.
Coordinate team inputs and manage timelines and deliverables.
Contribute to participatory approaches, including sense‑making and co‑creation workshops.
Draft and finalize key deliverables (inception summary, evaluation report, presentations, communication products).
Ensure compliance with UNEG and UNICEF quality and ethical standards.
Deliverables and Timeline
Phase 1 – Inception (by 31 Dec 2025):
Lead methodological design, refine scope, coordinate team, oversee development of data‑collection tools; deliver inception summary.
Phase 2 – Data collection & analysis (by 28 Feb 2026):
Oversee interviews, focus groups, surveys, case studies; coordinate analysis and synthesis.
Phase 3 – Sense‑making & reporting (date TBD):
Lead drafting of evaluation report, facilitate sense‑making workshop.
Phase 4 – Finalisation & communication (by 30 Apr 2026):
Final revisions, integrate feedback, facilitate co‑creation workshop, deliver final report and communication products.
Qualifications
Advanced University Degree (Masters) in Evaluation, social sciences, organisational studies or related field.
Minimum 10 years of experience leading complex evaluations in international organisations.
Expertise in mixed‑methods and theory‑based approaches (e.g., contribution analysis) and integration of gender‑equity, equity and inclusion considerations.
Strong facilitation skills for participatory evaluation (sense‑making, co‑creation).
Familiarity with United Nations Evaluation Group (UNEG) norms and standards.
Familiarity with UNICEF or other multilateral organisations.
Excellent writing, synthesis and communication skills.
Fluency in English; knowledge of other UN languages an asset.
Requirements
Completed profile in UNICEF’s e‑Recruitment system.
Upload a copy of academic credentials.
Provide financial proposal including costs per deliverable and total lump‑sum in US$; travel costs and subsistence allowance if applicable; other estimated costs (visa, health insurance, living costs).
Indicate availability.
Any unforeseen duty travel and related expenses covered by UNICEF.
Current health insurance coverage at the time contract awarded.
Professional fee payment based on satisfactory deliverables; UNICEF reserves right to withhold payment if standards not met.
U.S. Visa Information Non‑U.S. Citizens, G4 Visa and Green Card holders are required to change their visa status to G4. Household members under other visas must obtain an Employment Authorization Card (EAD) to work.
Remarks Consultants are not staff under UN staff regulations; benefits are governed by contract terms. Candidates are responsible for taxes, health insurance, and COVID‑19 vaccination status (for onsite duties).
