Job Description This is an electronic document management system Administrator/Developer position. This position plans, designs, develops, tests, implements, and modifies Electronic Content Management (ECM) solutions. This position is responsible for advanced OnBase administration and operational support, including platform and system incident/problem resolution, service and change request processing according to Wisconsin Employee Trust Funds (ETF) established service level agreements (SLA), and regular administration tasks and health checks to keep ETF’s OnBase systems running at optimal performance for our customers. ETF’s OnBase platform is hosted on Hyland’s Cloud Offering. Under general supervision of the Dev, Data and Middleware Section Supervisor, this position will provide advanced OnBase Administrator/Developer technical leadership for complex ECM projects, which have a significant impact within ETF and/or for ETF’s employers and members. This position performs systems analysis and provides advanced OnBase Administrator/Development services in the planning, development, and implementation of complex ECM projects. This position provides OnBase administration and consulting and performs duties consistent with ETF’s strategic goals and objectives. This position proposes, creates, and implements solutions, standards, procedures, and guidelines for utilizing ETF’s OnBase platforms and systems as part of a coordinated effort with the product owner, technical owner, SMEs, and OnBase Admins. End Users include a wide variety of ETF professional and supervisory staff, as well as external partners, employers, and members. This includes interaction with personnel in the Bureau of Information Technology Services (BITS) and throughout ETF divisions, vendors, Division of Enterprise Technology (DET) personnel, etc. Work is multitasking in nature, self-initiated and conducted independently. SAFETY RESPONSIBILITIES: Follow all ETF safety guidelines and standards to maintain safe working conditions; report to supervisor all incidents, accidents and near misses that resulted or could have resulted in personal injury or personal injury of a co-worker; wear appropriate personal protective equipment in designated areas; offer safety and health suggestions to co-workers to reduce risk; and attend appropriate safety training sessions, as directed.
Qualifications
Considerable knowledge of and experience in requirements gathering and solution analysis
Experience planning, designing, testing, implementing, and modifying Electronic Content Management (ECM) solutions
OnBase Certified System Administrator certification is required
OnBase Certified Workflow Administrator certification or OnBase Certified Workflow Engineer certification
OnBase WorkView Certification and OnBase Certified Application Programming Interface (API) Certification
Extensive knowledge of and on-the-job experience developing document types, keywords, queries, reports, forms, import processes, and Workflow solutions
Experience with Dashboard and Unity Forms development
Experience developing and implementing software in C# and/or Visual Basic
Demonstrated ability to write custom queries in SQL Server
Experience performing OnBase system upgrades
Advanced knowledge of and experience with resolving OnBase technical issues via utilization of debugging, research, and investigation techniques
Experience working in an agile development environment
Significant ability to understand and apply standard ECM concepts, practices, and procedures
Ability and judgement to perform job functions independently
Knowledge of incident management and escalation procedures
Excellent written and verbal communication skills working with customers, peers, and agency leadership
Experience creating technical documentation
Ability to work in a versatile environment with a team-oriented focus
Considerable skill and ability in the coordination of team members and business area experts
Knowledge of emerging technologies with a focus on electronic document management and related technology industry trends
Experience researching, proposing, applying, and implementing IT related procedures, standards, and guidelines
Demonstrated skill in problem resolution and technical support technologies
Ability to effectively provide information and training to customers, team members and other stakeholders
