This position is located in the Department of Employment Services, Federal Workforce Programs Bureau, American Job Center Operations. This position oversees the daily operations of the District’s American Job Centers and manages the associated WIOA Adult and Dislocated Worker budgets. This role is responsible for ensuring compliance and achievement of WIOA performance outcomes including measurable skills gains, credential attainment, and employment placement and retention. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

Duties and Responsibilities Develops partnerships with the private and non-profit sectors and coordinates with the District workforce development agencies and organization in delivering workforce development services that are seamless, universal, and customer-friendly. Identifies legal requirements and government reporting regulations affecting workforce development functions. Monitors and directs the preparation of information requested or required for compliance. Approves all information submitted. Acts as primary contact with DOL and outside government agencies.

Oversees the identification of eligible providers of workforce development services in compliance with WIA regulations; conducts monitoring and oversight of workforce investment programs; recommends system changes that will improve service quality. Directs day-to-day operations, providing leadership and advice necessary to identify problems and guide staff to successfully accomplish the mission, goals and objectives of the office. Assigns, directs, oversees, coordinates and reviews the work. Assures reasonable equity among subordinates of performance standards and rating techniques or assures comparable equity in the assessment of subordinates.

Qualifications And Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Degree from a four-year college or university and at least five years of supervisory experience preferred.

Work Conditions/Environment The work is performed in a normal office setting.

Duration of Appointment:

Management Supervisory Service (MSS), At-will. Positions in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

MS-0340-15

Salary:

$127,030- $177,839; Based on qualifications and funding

Collective Bargaining Unit (Union):

This position is not covered by a Collective Bargaining Unit.

Position Designation:

This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement:

Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
