Overview Job Summary: This position is located in the District of Columbia Office of the Inspector General (OIG), Inspections and Evaluations Unit (I&E). OIG is an independent agency responsible for preventing and detecting fraud, waste, and abuse by conducting audits, criminal and administrative investigations, inspections and evaluations, Medicaid fraud investigations, and other activities related to assessing, reporting on, and improving the efficiency, effectiveness, and fiscal integrity of District of Columbia Government operations and programs.

Duties and Responsibilities

Leads inspection and evaluation projects, sometimes with a team of analysts and sometimes individually, of District agencies, offices, and/or programs to assess efficiency and effectiveness of operations, policies, procedures, regulations, and laws.

Leads the development of project planning and outlines the project's goals and objectives.

Implements inspection and evaluation assignments by applying qualitative and quantitative research approaches in conformance with accepted inspection and evaluation standards.

Adheres to instructions, policies, and guidelines in exercising judgment to resolve common problems and deviations.

Identify alternative solutions to unique operational or organizational situations in projects, gathering and analyzing data, and presenting findings depending on the nature and extent of problems encountered.

The candidate will identify the proper approach to each assignment or assignment phase based on the available information and the requirements of applicable guidelines.

Integrates the work of others as a team and implements tools used for program and service evaluation, organizing data collection and information analysis, and assessing the design and operating effectiveness of District agencies' internal controls.

During each project, identify areas of strength and deficiencies and abusive or wasteful practices, recommend appropriate policy and procedural changes through writing findings, and make recommendations for improvement.

Bring controversial information or findings to the supervisor's attention for direction and inform leadership about the possibility of fraud.

Make referrals to the I&E leadership if additional resources are needed when inappropriate or illegal practices are identified (e.g., audit, investigation, or corrective action).

Identify and analyze criteria and conditions related to the District's systems, functions, and controls.

Develop reports based on sound conclusions and findings to increase program efficiency by providing recommendations for improvements to meet program objectives and progress reports.

Draft reports that provide factual and analytical information, measure performance, and assess internal controls.

Qualifications And Education

Desired applicants have experience with identifying organizational deficiencies, preparing written products, including briefings, presentations, findings, and reports, and providing recommendations to enhance organizational economy, efficiency, effectiveness, and operations in government programs and agencies.

Preferred applicants with comprehensive knowledge of and experience in applying generally accepted standards (e.g. Quality Standards for Inspection and Evaluation, known as the "Blue Book" and Standards for Internal Control in the Federal Government, known as the "Green Book").

Preferred applicants with comprehensive knowledge of inspections and evaluations. The applicant can systematically and independently assess the design, implementation, and results of agency operations, programs, or policies and recommend improvements where corrective action is necessary.

Preferred applicants with District of Columbia budgetary knowledge and familiarity with government grant-making and contracting processes.

Preferred applicants to be a subject matter expert for the unit regarding contracts, grants, and District budgetary analysis.

Applicants must possess (1) year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the position's duties successfully, which is typically in or related to the position to be filled. Specialized experience must be equivalent to at least the next lower grade level to be credible.

Specialized experience must be equivalent to at least the next lower grade level, such as; developing project goals and objectives, recommending changes through findings and corrective action where inappropriate or illegal practices are identified.

Work Environment Work is typically performed in an adequately lighted and climate‐controlled office setting.

Collective Bargaining Unit: This position is not represented by a collective bargaining unit.

The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter4 of DC Personnel Regulations, Suitability – Security Sensitive.
