Introduction The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland. MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations and the State’s commercial non-discrimination policy.

Position The main purpose of this position is to implement State Government Title 20 and the Commission’s Rules of Procedure through assignments of a variety of Agency functions. The person in this position serves as an Investigator of discrimination complaints; case processing specialist in investigations; intake officer in the main office; and community outreach/public information specialist.

Responsibilities

Investigate discrimination complaints including clarifying procedures to complainants, respondents, and the general public; review complaints to determine what information is needed to make decisions; prepare pre-investigative plans; draft complaints, letters and subpoenas; interview parties and witnesses; conduct negotiations and draft settlement agreements; make site visits to respondent facilities; conferring with the supervisor and the Office of the General Counsel regarding questions relating to legal issues, jurisdictional and statutory interpretations; compile and analyze data relevant to the investigation and records; prepare periodic inventory reports; attend meetings as required; testify at proceedings; draft written findings and recommendations; ensure investigations are finalized within the statutorily mandated timeframe; maintain orderly case files and records.

Minimum Qualifications Three years of professional work experience investigating alleged discrimination complaints and negotiating agreements to settle discrimination complaints in housing, employment and public accommodations.

Notes

Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.

Candidates may substitute additional years of administrative staff work experience on a year-to-year basis for the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience.

Preferred Qualifications

Legal/Court Room Proceedings experience.

Alternative Dispute Resolution experience.

Experience with Accessibility Issues.

Experience in Housing Discrimination Issues.

Undergraduate or Graduate Degree with legal coursework in Civil Rights, Housing Discrimination, Americans with Disabilities.

Licenses, Registrations and Certifications Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
