Introduction
The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland. MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodations and the State’s commercial non-discrimination policy. Responsibilities Investigate discrimination complaints including clarifying procedures to complainants, respondents and the public; review complaints to determine needed information; prepare pre-investigative plans; draft complaints, letters and subpoenas; interview parties and witnesses; negotiate between parties and draft settlement agreements; conduct site visits; confer with supervisor and Office of the General Counsel on legal issues; compile and analyze data; prepare periodic inventory reports; attend meetings; testify at proceedings; draft written findings and recommendations; ensure investigations are finalized within statutory timeframe; maintain orderly case files and records; and other duties as assigned.
Minimum Qualifications Three years of professional work experience investigating alleged discrimination complaints and negotiating settlement agreements in housing, employment and public accommodations.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
Candidates may substitute additional years of administrative staff work experience on a year-to-year basis for the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes on a year-for-year basis for the required experience.

Alternative Dispute Resolution experience
Experience with Accessibility Issues
Experience in Housing Discrimination Issues (investigating fair housing issues, advocating on behalf of tenants and/or landlords, experience working with or helping resolve fair housing issues)
Undergraduate or Graduate Degree with legal course work in Civil Rights, Housing Discrimination, Americans with Disabilities
LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
