Overview The Maryland Commission on Civil Rights (MCCR) enforces anti‑discrimination and civil rights laws for the State of Maryland. The Investigator CIVIL RIGHTS OFFICER II implements State Government Title 20 and the Commission’s Rules of Procedure by investigating discrimination complaints in employment, housing, public accommodations, and the State’s commercial non‑discrimination policy.

Responsibilities

Investigate discrimination complaints; clarify procedures to complainants, respondents, and the public.

Review complaints to determine necessary information for investigative decisions and prepare pre‑investigative plans.

Draft complaints, letters to parties, subpoenas, interview parties and witnesses, negotiate settlements, and draft settlement agreements.

Conduct site visits to respondent facilities; confere with supervisor and Office of the General Counsel on legal issues, jurisdiction, and statutory interpretations.

Compile, analyze data relevant to investigations; prepare periodic inventory reports; attend unit, division, and general staff meetings; testify at proceedings as required.

Draft written findings and recommendations for appropriate action; ensure investigations finalize within statutory timeframes and maintain orderly case files and records.

Minimum Qualifications

Three years of professional work experience investigating alleged discrimination complaints and negotiating settlement agreements in housing, employment, and public accommodations.

Bachelor’s degree may substitute the required experience.

Additional years of administrative staff work experience may substitute the required experience.

U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or specialty codes may substitute the required experience on a year‑for‑year basis.

Preferred Qualifications

Legal/court room proceedings experience.

Alternative dispute resolution experience.

Experience with accessibility issues.

Experience in housing discrimination issues (investigating fair housing issues, advocacy on behalf of tenants and/or landlords, resolving fair housing issues).

Undergraduate or graduate degree with civil rights, housing discrimination, or Americans with Disabilities coursework.
