General Purpose Performs a variety of professional, detail-oriented, and advanced technical duties to support a high-functioning city organization. Exercises a high level of independence, initiative, discretion, and judgment in carrying out responsibilities. Manages the end-to-end hiring process and plays a lead role in cultivating a strong organizational safety culture. Ensures compliance with employment laws, municipal policies, and best practices, while providing timely, accurate, and professional support to supervisors and employees. Directly supports Clearfield City’s mission of “Creating a place people want to be” by ensuring every employee experience reflects excellence, compliance, and care.

Responsibilities Administers the full recruitment lifecycle for vacant and created positions in accordance with established policies and procedures, including job postings, applicant screening, interview coordination, and offer preparation. Prepares, posts, and manages job announcements, ensuring compliance with EEO and in accordance with established policies and procedures. Communicates postings through internal communications as well as to all appropriate outside agencies and advertisers to ensure attracting the most diverse and qualified applicant pool possible. Explore creative and cost-effective recruitment methods and coordinate with internal marketing sources to establish a cohesive advertising brand. Collaborate with hiring managers to identify hiring needs, create and maintain accurate job descriptions, and ensure classification alignment. Analyze testing procedures, receive and process employment applications, prepare interview questions, may rate and rank applications to create a certified list of eligible applicants, and conduct testing of selected applicants. Depending on the need, may schedule appointments and interviews, advise, coordinate, and/or participate in the selection process. Conducts pre-employment background checks, reference checks, and other conditional offer processes. Tracks and reports applicant flow for compliance and workforce analytics. Coordinates and conducts new hire orientations, ensuring all required forms, verifications, and policies are completed and documented. Manages E-Verify submissions, I-9 documentation, and retention schedules. Completes entry of new hires, promotions, transfer changes in Tyler/Munis and TCP (TimeClock Plus) systems. Guides supervisors on onboarding procedures and monitors completion of new hire training requirements. Assist employees with the timekeeping software, which includes training employees and supervisors on the different functions of the program. Maintains employee electronic employment records, DOT, and medical files consistent with Utah State Archives retention schedules. Ensure confidentiality and proper handling of sensitive information. Responds to employment questionnaires and surveys; completes or responds to employment verification requests from various lending institutions, local agencies, or other organizations with a legitimate need to know. Assist with health and retirement benefits administration in compliance with applicable policies and laws. Responsible for communicating benefits to new employees, collecting, and submitting new hire enrollment forms for processing in a timely manner. Assist employees in completing paperwork and benefit changes necessary due to “qualifying events.” Assist with benefit marketing. Understand the value of the benefits provided to employees and articulate it to new and current employees regularly to ensure employees understand all available benefits and the “hidden” value they are provided through the benefits package. Assist in open enrollment activities, including creating benefit packets, disseminating and collecting paperwork, coordinating the benefit fair, and entering benefit changes within the enrollment timeline. Performs payroll functions by assisting in maintaining and troubleshooting issues with the HRIS systems, entering payroll maintenance, which includes changing pay rates, withholding allowances, benefit deductions, and other authorized payroll withholdings; prepares biweekly and monthly payments related to benefits. Serves as the Safety Committee Lead, organizing meetings, agendas, campaigns, and follow-up actions. Coordinates safety training, documentation, and OSHA compliance. Receives, processes, and oversees Workers’ Compensation claims, coordinating with supervisors on modified duty and return to work procedures. Assists with audits, compliance reporting (EEO, URS, etc.), and policy implementation. Processes HR-related invoices for vendor accounts. Hold consistent office hours to provide human resource access to employees. Be available and willing to advise employees. Performs related duties as required.
Minimum Qualifications
Graduation from college with a bachelor’s degree in human resources, public administration, or related field.
Four (4) years of progressively responsible human resource work experience recruitment, onboarding, safety, training and payroll.
An equivalent combination of education and experience.
Preferred Qualifications Public sector experience preferred. HR certification, such as SHRM-CP or PHR, or PSHRA-CP preferred.
Additional Qualifications/Information Working knowledge of principles and practices of human resources; employment laws (FLSA, FMLA, ADA, Title VII, I-9, E-Verify, Workers’ Compensation, OSHA); recruitment, interviewing, and selecting applicants for employment; HRIS, applicant tracking, and timekeeping systems (Tyler/Munis, NEOGOV, TCP); safety program coordination and OSHA reporting; business and technical writing; maintenance and practices; filing systems; letter composition, grammar, spelling, and punctuation.
Some Knowledge Of Laws and regulations governing accounting responsibility and payroll processing; general office management; interpersonal communication skills; basic public relations and the legal environment related to human resource management; benefit, retirement, and compensation laws and guidelines.
