The Software Developer will serve as an on-site technical resource

supporting the Medicaid Management System (MMS) project. This role requires extensive hands-on software development experience with Java/J2EE, JavaScript, NodeJS, ReactJS, SQL/NoSQL databases, IBM Cúram, and cloud technologies (AWS) .The selected consultant will collaborate with business analysts, subject matter experts, the Senior Cúram Technical Lead, Quality Manager, system integrators, vendors, and the Enterprise Services team to achieve project goals and ensure compliance with all government IT standards and procedures. Key Responsibilities:

Design, develop, and document technical solutions and detailed design specifications based on business and functional requirements. Develop software components and APIs in alignment with project coding standards and enterprise architecture guidelines. Conduct data mapping, analysis, and gap assessments to verify software compliance with business and regulatory requirements. Support technical leads and architects by analyzing complex technical issues, performing proof-of-concept implementations, and writing SQL queries for data validation and decision-making. Utilize in-depth Cúram framework expertise to develop new functionalities, resolve defects, and meet evolving business needs. Serve as a technical advisor , providing guidance to internal teams and external vendors on solution design, integration, and best practices. Review and recommend approaches to fulfill business requirements using Cúram software; identify risks and propose alternative solutions when necessary. Collaborate with project leadership, business analysts, and technical teams to define functional, non-functional, and integration specifications . Work closely with the Quality Product Manager to ensure deliverables meet quality, performance, and compliance standards . Prepare and deliver technical documentation, progress reports, and risk assessments to MMS leadership and stakeholders. Translate complex technical concepts into clear, concise terms for non-technical audiences and agency staff. Perform other related duties as assigned to support overall project success. Required Skills:

Bachelor’s degree in Computer Science, Engineering, or related technical discipline, or equivalent industry experience. Minimum 4 years of hands-on experience with IBM Cúram framework , including Cúram HCR and CGIS modules. Cúram Developer Certification (required). Proficiency with Cúram OOTB modules such as Workflow, Tasks, CER Rules, Evidence Framework (static and dynamic), IEG, Web Services, and Java/J2EE. Strong experience writing and optimizing complex SQL statements . Preferred Skills:

Knowledge of healthcare insurance principles and Medicaid program operations . Prior experience working with Medicaid Management Information Systems (MMIS) . Experience with Python , or with NodeJS, ReactJS/Angular, and JSON for front-end and integration development. Cloud development experience, preferably on AWS . Skilled in profiling, troubleshooting, and optimizing IBM Cúram (OOTB and custom code) . Experience delivering software solutions in waterfall, agile, and hybrid methodologies . Strong written and verbal communication skills with the ability to convey technical concepts to diverse audiences. Proven analytical, problem-solving, and collaboration skills in a professional government or enterprise environment. Required Education:

Bachelor’s degree in Computer Science, Information Technology, or a related field.
