POSITION SUMMARY Lead the HR Department and all aspects of human resources at the Co‑op. Serve as the primary contact for NRECA’s benefits plans, serving as FEC’s Benefits Administrator, and administer all aspects of employee benefits. Act as a liaison between employee and insurance providers.

Responsible for the coordination and administration of employee programs, policies and practices focused on the recruitment, hiring, training and retention of quality employees. Oversee the performance evaluation system, the online application and evaluation systems, and the employee training platform. Ensure compliance with FEC policies and procedures and their industry standards and legal requirements, which includes DOT‑CDL drug testing and licensing processes and the management of Commercial Drivers Licenses (CDL) and related records retention.

Coordinate internal communication with employees. Administer the FEC wellness program by supporting employee wellness initiatives, and actively support and organize employee community service projects. Provide accurate and timely responses to employees and management, with a focus on confidentiality and compliance.

ESSENTIAL FUNCTIONS

General Leadership

Lead the HR Department with accurate and timely responses to employees and management and with awareness of confidentiality and compliance. Keep management and HR team members informed on all pertinent matters.

Continuously refine and implement a comprehensive recruitment and hiring strategy that attracts, retains, and manages a qualified workforce to ensure the future success of the Co‑op.

Contribute to the development and execution of the organization’s overarching strategic plan.

Maintain the highest standards of confidentiality by safeguarding sensitive matters and confidential documents with discretion and integrity.

Support the implementation and execution of all FEC policies and plans.

Prepare correspondence and reports and compose summaries for department board reports as requested by management.

Prepare the proposed annual budget for the HR department.

When requested, assist FEC management regarding Labor Relations, including but not limited to collective bargaining, grievance resolution and contract interpretation.

Benefits Administration

Serve as the primary contact for NRECA’s benefits plans, serving as FEC’s Benefits Administrator, including performing all onboarding and offboarding procedures including COBRA benefits.

Administer all aspects of employee health and retirement plans to include medical/dental/vision, 401(k), RS Plan, short‑term and long‑term disability insurance claims, leaves of absence, flexible spending, tuition reimbursement, and any other employee benefits.

Prepare and maintain benefits records pursuant to administrative policy GM 610.

Distribute benefits information to employees, retirees, trustees, COBRA participants and long‑term disability participants to remain compliant with all applicable laws and regulations.

Keep the payroll department abreast of all employee compensation and benefits changes.

Administer employee’s FMLA related leaves of absence ensuring compliance with all state and federal regulations.

Recruitment and Hiring

Oversee the recruitment and hiring processes, including the administration of the applicant tracking system, candidate interviews, interview preparations, pre‑employment screening, and assistance to managers in selecting the most qualified candidates.

Ensure compliance with records retention policies per Administrative Policy GM 610 (Records Retention).

Personnel Files and Employee Performance Administration

Direct the preparation and updating of all job descriptions, participate in the performance evaluation system, and ensure management participation of appraisals in a timely manner.

Oversee that personnel files and employee forms are created and maintained pursuant to Administrative Policy GM 610 (Records Retention).

Provide support to best implement the performance review and compensation policy set forth in Administrative Policy HR 510.

Training Administration

Assist and support supervisors and department managers to identify and coordinate employee training as needed, and assist and support all‑employee training as directed by management.

Oversee the employee training platform and training of employees in the use of the application.

Wellness Program

Oversee FEC’s wellness program, including wellness activities attractive to the diverse range of the employees and in compliance with all applicable laws and regulations.

DOT‑CDL Drug Testing and CDL Records

Oversee FEC’s drug and alcohol testing program and maintain all records and related reports with discretion and confidentiality.

Serve as a Designated Employee Representative (DER) to make decisions in the testing and evaluation processes and receive test results.

Workers Compensation

Serve as the primary contact for FEC’s workers compensation insurer and administer FEC’s worker’s compensation program, adhering to all reporting requirements.

Work directly with the employees, supervisors and Safety Coordinator on injury/illness reporting, early return to work programs, and light duty jobs.

Collect, organize and transmit data pertaining to OSHA regulations and compliance including preparing the First Report, Form 300 and filing Form 300A.

Employee Engagement

Schedule, coordinate and lead employee onboarding and offboarding processes, seeking automation and efficiencies in all employee processes with a focus on promoting FEC’s culture for successful employee orientation and retention.

Assist and develop employee retention initiatives as they relate to training programs, events, or random rewards.

Plan and organize employee events, such as new hire and retiree functions and other employee/community service projects.

Employee Records and Compliance

Create and maintain personnel files and employee forms pursuant to Administrative Policy GM 610 (Records Retention), including personnel files, benefits and other employee records.

Collect, organize, and transmit data pertaining to affirmative action plans and annual pay equity, including EEO‑1 and Vets‑4212. Reporting plans to and working closely with the third‑party vendor to verify all plan data is correct and ready for submission to the Department of Labor. Complete affirmative action program verification.

Supervise and provide direction for the employees of direct report.

Be available to employees, retirees, and trustees for questions and concerns and assist and counsel when appropriate.

Attend designated professional meetings representing FEC and participating as directed, using the utmost professional conduct.

When performing all responsibilities, be efficient, timely and accurate. Constantly review work assigned to establish proper priority to meet the individual deadlines of each task/project.

Assist members/vendors/employees and the general public in a courteous and professional manner ensuring their continued satisfaction with FEC. Work in harmony and show respect to all fellow employees in order to promote an effective and pleasant working environment.

Maintain ongoing communication with supervisor regarding situations requiring immediate attention, problems/concerns, questions, etc.

In pursuit of zero workplace incidents, promote and maintain a positive safety culture while adhering to all applicable policies outlined in the Safety Manual. Report all incidents and potential safety hazards in a timely manner to supervisor or Safety Coordinator.

Become familiar with and keep current with FEC's objectives and applicable policies.

Perform other duties as assigned by management applying the same skill and enthusiasm as with regularly assigned responsibilities.

MINIMUM POSITION QUALIFICATIONS Education:

Bachelor’s degree in human resource management, business or a related field required. HR certifications may be taken into consideration in lieu of education and/or experience.

Job Related Experience:

5 to 10 years in human resources, management, administration or other position requiring confidentiality and involving employment law, insurance and/or compliance with laws and regulations, preferably in a union setting.

Supervision:

Experience Supervising Preferred.

Computer Skills:

Proficient on computer, including Microsoft Office 365, and be proficient with online performance evaluation systems, talent acquisition and testing systems, and training platforms.

Certificates & Licenses:

SHRM‑CP, SHRM‑SCP, CEBS, PHR, or SPHR certification required.

Able to work 40 hours per week with additional time as needed.

Present a professional appearance at all times.

Valid Montana Driver’s License and be insurable to drive FEC vehicles.

Be a team player with effective verbal and written skills.

Able to travel occasionally out‑of‑area and/or overnight.

Be or become involved in professional, community and industry related activities.
