Manager 3 IT Systems Engineering (Active TS clearance) – R10210713 Join Northrop Grumman as a Cyber Non‑Kinetic Engineering Department Manager to lead high‑performing teams of cyber engineers, administrators, analysts, software engineers, and related disciplines supporting IT networks for U.S. military and intelligence customers.

Overview We seek a cleared or clearable manager to drive program execution, build a culture of innovation, and maintain strong relationships with internal stakeholders and external customers.

Responsibilities

Manage front‑line managers and IT/software engineers; set objectives; review yearly progress.

Recruit, interview, hire top engineering, IT, cyber security, and leadership talent; provide regular feedback and support.

Conduct quarterly performance assessments; motivate team engagement; facilitate regular meetings.

Co‑ordinate training and provide appropriate tools and resources for team development activities.

Lead program technical execution to meet cost and schedule constraints; maintain risk‑mitigation planning.

Interact weekly/daily with customers; staff programs for optimal execution; mentor project team members.

Apply earned‑value management; provide strategic problem solving; lead technical guidance and mentoring.

Basic Qualifications

Bachelor’s degree in computer science, computer engineering, information systems, or related STEM field and 12 years of experience in IT, or MS with 10 years, or PhD with 7 years.

3 years in a formal management position with demonstrated technical leadership, engineering or IT management, and/or program management experience.

Minimum 7 years of technical manager experience.

Strong interpersonal and communication skills.

U.S. Citizenship with active Top Secret security clearance required to start.

Preferred Qualifications

Experience building a strong culture and high‑performing work environment.

Experience in multiple relevant technology areas such as application software development, GUI design, web applications, embedded software, or software security.

Experience recruiting and developing top engineering talent.

Experience executing in a SAFe Agile Framework; preference for Scrum Master experience.

Ability to showcase company capabilities to customers to support business development activities.

Proven collaboration with program managers and customer representatives to meet program objectives.

Experience with U.S. Government contracts.

Advanced degree (MS, MBA, or other).

Salary Range Primary level: $161,500 – $242,300 (annual base). Bonus and incentive compensation may also apply.

Location Tampa, Florida – U.S. Gulf Coast.

Clearance Active Top Secret (TS) clearance required. Clearance must be maintained for start.
