Prince William County Government is seeking an accomplished and visionary leader to serve as our next Director of Criminal Justice Services. This pivotal role oversees a suite of community-based programs designed to promote rehabilitation, accountability, and public safety. Key initiatives include Pretrial Services, Local Offender Probation, Domestic Violence Services, Recovery Court and Veteran’s Docket.
Job Summary As Director of Criminal Justice Services, you will lead the strategic direction, operational management, and continuous improvement of the County’s criminal justice programs. You will ensure full compliance with federal, state, and local regulations while aligning departmental efforts with Prince William County’s broader strategic goals. Key responsibilities include program development and evaluation, budget management, and fostering collaborative partnerships with internal and external stakeholders, including law enforcement agencies, the courts, and community organizations.

Scope of Work Strategic Planning & Development
Lead the development and implementation of short- and long-term strategic plans to meet community needs and advance departmental and County goals.
Continuously evaluate and enhance programs and services to ensure effectiveness, efficiency, and alignment with best practices.
Fiscal & Budget Management
Direct the preparation, administration, and oversight of departmental budgets.
Ensure fiscal accountability, prudent allocation of resources, and compliance with all applicable financial policies and regulations.
Human Resources
Provide strong leadership, supervision, and professional development for department staff.
Oversee performance evaluations, training initiatives, and personnel actions including hiring, disciplinary measures, and terminations, in accordance with County human resources policies and occupational health standards.
Stakeholder Engagement & Collaboration
Foster productive partnerships with federal, state, and local agencies, including law enforcement, the judiciary, community organizations, and other government entities.
Promote cross-sector collaboration to strengthen the criminal justice continuum and improve outcomes for individuals and the community.
Policy, Compliance & Program Oversight
Interpret and apply federal, state, and local laws, codes, and regulations to ensure compliance and operational integrity.
Develop, update, and implement departmental policies, procedures, and protocols consistent with statutory requirements and emerging trends in criminal justice.
Oversee the design, delivery, and evaluation of programs to ensure adherence to evidence-based practices, quality assurance standards, and performance metrics.
Prepare comprehensive reports, presentations, and strategic documents for stakeholders, elected officials, and County leadership.
Leadership Principles
Demonstrated expertise in strategic planning, budgeting, and policy development.
Thorough understanding of applicable federal, state, and local laws, regulations, and statutes governing criminal justice operations.
Skilled in program design, performance management, and implementation of evidence-based initiatives.
Proficient in the use of data analytics and technology to inform decision-making, track outcomes, and support continuous improvement.

Proven ability to lead, motivate, and develop staff; delegate responsibilities effectively; and manage competing priorities.
Strategic thinker with the capacity to design and execute County-wide initiatives that enhance public safety and justice outcomes.
Expertise in fiscal management, regulatory compliance, and process improvement.
Strong analytical, problem-solving, and decision-making abilities, including the capacity to evaluate complex programs and identify opportunities for innovation.
Exceptional written and verbal communication skills with the ability to engage effectively with staff, leadership, and diverse community stakeholders.
Proficiency with relevant computer systems, data management tools, and software applications used in criminal justice administration.
Minimum Qualifications
High school diploma or GED, plus eight (8) years of directly related progressively responsible experience in community corrections, including pretrial, probation, domestic violence, and specialty docket programs.
Preferred Qualifications
Bachelor’s or Master’s degree in Criminal Justice, Sociology, Psychology, Public Administration, or a closely related field.
At least five (5) years of experience in a senior or leadership role.
Demonstrated experience in implementing evidence-based programs, risk assessments, and community corrections best practices.
Proven ability to perform effectively under pressure, make informed and timely decisions, and lead teams through complex or crisis situations.
Strong proficiency in financial management systems, data analysis tools, and criminal justice software applications.
Ability to interpret and present financial, programmatic, and performance data to diverse audiences.
Special Requirements
Successful completion of a comprehensive background investigation, including fingerprinting, is required.
The selected candidate must complete a Statement of Economic Interests in accordance with Virginia Code §§ 2.2-3114, 2.2-3115, and 2.2-3116 and Executive Order 18.
Work Schedule Monday – Friday, 8:30am – 5pm with flexibility to work additional hours as business needs require.
Hiring Salary Range & Benefits $159,504.75 - $215,800.55/yr. We also offer great benefits including:
