Role: Associate Governmental Program Analyst Organization: California State Controller's Office (SCO) Location: Sacramento County • Telework: Hybrid • Employment type: Permanent, Full Time Summary: The Executive Office (EO) of the SCO provides strategic direction, coordinates high-level initiatives, and oversees policy and procedure implementation that shapes California’s financial landscape. This role supports the Executive Office with budget, procurement, contracting, reporting, and analytical duties to help achieve program objectives. Job Description and Duties
Under the supervision of the Staff Services Manager II and direction of the Staff Services Manager I, the incumbent performs a variety of budget, contracts, procurement, purchasing, reconciliation, and analytical duties related to SCO program needs. The Executive Analyst performs a wide range of complex services for the Executive Office, including creation of reports and correspondence, preparing purchase and service documents, resolving operational problems, and performing analytical tasks to assist the office. The analyst acts as the lead analyst of the Executive Office and assists the Executive Manager in day-to-day operations while supporting multiple Senior Staff members to achieve program objectives. The position requires sensitivity to confidential matters, independence of action, initiative, a customer service focus, and thorough knowledge of the organization. Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.) Budget, Procurement, Contract Support As the Budget Analyst, review and verify funding for all purchase orders and ensure proper cost coding of charges and availability of funds by category, area/office, program, and fiscal year. Verify expenditures and prepare corrections. Determine acquisition method and funding allotment for purchases for the Executive Manager’s review. Review and provide monthly cost allocation statistics, reconcile cost allocation results, recommend issues, and track budget appropriation balances. Complete internal and external allocation-related budgetary drills. Prepare, maintain, and review all budget documents monthly; enter program data, reconcile expenditures against projections, develop revisions to the operating budget and year-end spending projections, and identify surpluses/deficits to anticipate new spending priorities. Provide budgetary oversight and recommendations to management with evidence-based data analysis; reconcile expenditures against fiscal/budget reports and advise on budgetary needs. Under the guidance of the SSMI, prepare, oversee, verify, and monitor IT and non-IT goods and services based on procurement policy and process. Draft memorandums and justifications for procurement purchases; determine supply needs and research California state-approved vendors for fiscally appropriate purchases. Administrative Support Prepare timely responses and correspondence; review background material; conduct follow-up documentation per departmental guidelines. Assist in creating/editing presentations, reports, and other complex documents; use appropriate office software and methods. Provide back-up administrative support for Senior Leadership; support front receptionist coverage. Conduct special projects related to the Executive Office including Public Affairs and Legal functions. Operational Support Ensure processes adhere to SCO guidelines; provide guidance to improve efficiency; develop/innovate processes and train staff as needed. Develop/update office processes; maintain documentation and tracking logs; communicate effectively with EO staff. Coordinate facilities and space utilization; maintain IT property inventory; coordinate disposal of surplus property. As the SharePoint Coordinator, manage SharePoint Online to share, track, and edit documents for EO review and signature. Additional information about the job can be found in the Duty Statement.
