Seattle Public Utilities (SPU) is a community‑centered utility that delivers vital services to Seattle residents and businesses, including drinking water, drainage, wastewater, and garbage/recycling/compost. SPU serves approximately 1.5 million customers and employs more than 1,400 people who work to maintain and improve the city’s water and waste systems. Job Responsibilities
Provide strategic advice on labor contracts, employment law, and SPU policies. Conduct investigations of grievances and complaints. Represent SPU in labor‑management meetings and negotiations. Build relationships with employees, management, and union representatives. Coach and mentor management on HR issues related to unions. Interpret and apply labor contracts, policies, and rules. Advise management on labor and related policies, procedures, and agreements. Prepare materials for grievances, arbitrations, and negotiations. Administer HR programs mandated by law, rules, and agreements. Facilitate communication between labor and management. Respond to information requests and compile documentation. Monitor disciplinary actions and produce reports. Qualifications
Experience
Three (3) years of progressively responsible labor relations administration experience. Education
Bachelor’s degree in Labor Relations, Business or Public Administration, Human Resources Management, Economics, or a closely related field. Other combinations of education, training, and experience will be evaluated on an individual basis for comparability. Desired Qualifications
Proven work experience related to dispute resolution and problem solving. Proven understanding of grievance and arbitration processes. Excellent oral and written communication skills, with independent judgment, flexibility, and reliability. Work professionally and independently at a high level within an organization committed to service excellence. Proficiency with Microsoft applications, such as Excel, Word, and Outlook. Work Environment / Physical Demands
Work is typically performed in an office environment. Hybrid: This position allows for a hybrid work schedule. City employees may have the option to work remotely two days per week. Individual schedules will be agreed upon by the employee and their supervisor. Benefits
