Metropolitan Transportation Authority . The MTA Land Use Strategy Team leads initiatives at the intersection of land use and transit planning. The Senior Manager, Capital Strategy (Land Use) will provide strategic support to MTA's land use and neighborhood planning initiatives aimed at enhancing transit access, station area planning, and optimizing and improving land uses around MTA assets. This position is eligible for telework, which is currently available one day per week. New hires are eligible to apply 30 days after their effective date of hire. Responsibilities
Work with the Senior Director of Capital Strategy (Land Use) to conceive, implement, and engage in large-scale development, neighborhood planning initiatives, and land use discretionary action approval processes. Identify ways that the MTA could achieve better outcomes in its participation in land use entitlement and environmental review processes, including CEQR and SEQR. Prepare MTA comments in environmental review processes and on development projects, including coordinating comments from across the agency. Identify new opportunities for the MTA's Bike, Pedestrian, and Micromobility Strategic Action Plan, and take a role in leading other strategic initiatives at the intersection of land use planning and station area planning. Engage in internal and external planning efforts to ensure that the MTA's needs are reflected in planning exercises, linking land use and transportation planning, and communicating recommendations to leadership. Develop strategic frameworks for MTA facilities based on operational needs, land use context, and neighborhood trends, and identify opportunities for facility optimization and strategic land use initiatives. Consolidate information from internal stakeholders and distill complex information into formats for decision makers and technical experts. Develop knowledge of the MTA's asset portfolio and cultivate internal and external contacts and information sources. Shape development strategies for MTA properties and monitor regulatory and policy developments with implications for MTA assets. Create maps, graphics, data visualizations, reports, and presentations to communicate land use priorities to internal and external stakeholders. Identify research needs and partnerships that improve transit access and utilization. Work with the Senior Director of Capital Strategy (Land Use Strategy) and others to develop short, mid, and long-term priorities on an evolving basis. Manage project timelines, deliverables, consultant engagements, and support budget development and grant applications, as appropriate. Build collaborative working relationships across C&D and the MTA family. Assist in managing direct reports and guiding project execution. Participate in professional development and stay current on planning best practices. Education and Experience
Bachelor's or Master's degree in Urban planning, Transportation Planning, or a related field. Minimum of eight (8) years of experience in Urban Planning, Transportation Planning, Urban Design, or a related field. Minimum of four (4) years of managerial experience. A Master's degree is preferred. Competencies and Qualifications
Excellent organizational, written, oral, and presentation skills. Strong strategic planning abilities. Demonstrated supervisory and/or leadership capabilities. Creative problem-solving abilities. Ability to work with all levels of an organization and in high-profile, high-pressure, fast-paced environments. Effective communication with internal and external stakeholders. Analytical capabilities and quantitative skills, including ability to illustrate complex ideas through visualizations, data dashboards, or compelling presentations. Proficiency in GIS, graphic software (e.g., Adobe Illustrator), and dashboard/visualization software is a plus. Selection Criteria
