This position serves as the Cultural Resources Manager (CRM) for the Wyoming Military Department (WYMD) / Wyoming Army National Guard (WYARNG) in accordance with AR 200-1. Duties include full oversight and responsibility for compliance with Sections 106 and 110 of the National Historic Preservation Act (NHPA) and related preservation laws, regulations, and policies. Responsible for direct supervision of Camp Guernsey’s senior archaeologist and seasonal archaeology technician. Responsible for conducting and overseeing surveys for archaeological and historic resources. Negotiates and approves all contracts for cultural resources projects; provides technical guidance to military department directors regarding cultural resources laws, surveys and construction project recommendations; Responsible for developing, coordinating and facilitating formal and informal consultations with Native American Tribes and with the State Historic Preservation Office and other relevant stakeholders; Conducts professional evaluation of project-specific cultural resource documentation such as Class I, II and III inventory reports, monitoring reports, and site evaluation reports; Coordinates and develops mitigation plans, research designs, and mitigation reports; Provides recommendations to directorates regarding statewide management plans and specific projects to ensure compliance with federal laws and regulations and SHPO guidelines and requirements; Attends planning meetings to provide comments and recommendations reflecting current historic preservation policies and mission; Prepares documents for plans, programs and activities that reflect the WYARNG's historic preservation policy; Negotiates, develops and implements complex legal agreement documents between the WYARNG and federal and state agencies, Native American Tribes and the Advisory Council on Historic Preservation; Generates proposed policy reflecting the WYARNG's position on cultural and historic resource issues; Educates and trains military department personnel, cultural resource contractors, tribal representatives and officials at all levels regarding historic preservation legislation, policies, and procedures; Promotes the preservation and protection of Wyoming's cultural and historic heritage in public forums; Devises a timetable, schedule or agenda for achievement of agency project objectives; Supervises contractors in the completion of cultural resource contracts; develops and manages federal budgets for cultural resource projects; reviews, monitors and controls amounts expended from the budget to assure that expenditures do not exceed funds available; Writes detailed reports based on research, analysis and evaluation of data pertaining to specific projects, conditions or proposals under study, involving application of expert or highly specialized knowledge and recommendations for action to be taken or resolution of problems.
ESSENTIAL FUNCTIONS:
Act as the CRM and ensure agency compliance with Sections 106 and 110 of the National Historic Preservation Act, AR 200-1 and other relevant historic preservation laws, regulations, and policies.
SHPO, Native American, and other stakeholder consultation and coordination.
Coordinate with project managers/military training commanders to avoid or reduce impacts to historic properties.
Advanced archaeological survey and research to identify sites and determine significance.
Advanced historic properties effects analysis.
Staff supervision.
GIS Database Management.
Training WYARNG personnel on historic preservation BMPs and SOPs.

Qualifications PREFERENCES: Must possess at the time of hire a Master’s Degree in Archaeology or Anthropology. Three years of experience required for the following: Section 106 of the NHPA for (or on behalf) a federal agency; Tribal consultation; GIS; Archaeological fieldwork methods-survey, testing, and data recovery. One year experience on the following: Writing Section 106 MOAs or PAs; National Environmental Policy Act; Archaeological Resources Protection Act; Advanced GIS analysis (e.g. raster analysis such as viewshed analysis, statistical analysis, or terrain analysis); field supervision (e.g. Crew Chief); Preferred Qualifications: Advanced archaeological academic research from planning to implementation to completion; budgets; scopes of work; contract management.
Knowledge
Knowledge of supervising subordinates.
Knowledge of personal computers, databases, CAD, word processing software.
Education MINIMUM QUALIFICATIONS: Bachelor's Degree (typically in Archaeology)
Experience 2-4 years of progressive work experience (typically in Archaeology) with acquired knowledge at the level of a Senior Archaeologist OR 5-7 years of progressive work experience (typically in Archaeology) with acquired knowledge at the level of a Senior Archaeologist
Physical Working Conditions
Typical work is conducted in a normal office setting, on a computer, with long periods of sitting, typing, and reading.
Day trips to Camp Guernsey may be required which involves driving a motor vehicle and at times can include periods of standing, squatting, walking, climbing, hiking, lifting, and carrying heavy objects.
