Fiscal Information Data Analyst (WMS2/FS) – Project Project position funded through 12/31/2026. Ongoing assessment after 10/10/25.

Overview Position within HCA’s Financial Services Division (FSD) providing strategic financial expertise for Medicaid programs. The analyst develops, maintains, and monitors reports/analyses guiding the $16 billion Medicaid budget each biennium.

Responsibilities

Perform complex financial analysis and modeling for Medicaid services related to CCBHCs and MCOs.

Develop fiscal projections, impact analyses and related models; present findings to HCA leadership.

Produce regular and ad‑hoc reports to monitor program fiscal status.

Coordinate with internal and external staff to ensure accuracy of data and budget policy objectives.

Act as fiscal liaison for CCBHC workgroups.

Contribute to Medicaid per‑capita forecast and confirm forecast accuracy.

Track Service‑Based Enhancement payments to MCOs.

Monitor agency expenditures related to the program.

Develop and model strategies for sound fiscal projections.

Maintain a database of payments.

Qualifications

Option 1: Bachelor’s degree in statistics, mathematics, data science, public administration or related field plus 3 years of required experience.

Option 2: Associate degree in a field identified above plus 5 years of required experience.

Option 3: 7 years of required experience.

Required Experience: large, complex financial systems; large budget development; state budgetary process.

Technical & Communication Skills: consensus building, analytical tools, policy analysis, strong verbal & written communication, advanced Microsoft Excel, data analysis, budgeting, financial research, stakeholder communication.

Preferred: 2+ years of SQL, 4+ years of financial modeling, 7+ years in finance; Washington State Agency Financial Reporting System experience; AFABS experience; knowledge of Medicaid Management Information System.
