Overview

Administrative Engineer (NM) for the Wastewater Capital Program (WWCP) within BEDC will oversee and support the design and construction of WWCP projects for the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). The role includes directing oversight of planning, design and construction of major capital projects to meet wastewater treatment requirements, with emphasis on environmental health & safety, scope, schedule, budget, and client service. Responsibilities

Oversee and support the design and construction of WWCP projects for WRRFs and related facilities (e.g., North River, Bowery Bay, Red Hook) and wastewater pumping stations citywide; contribute to WRRF projects from the watershed region and the Flushing Bay CSO program. Direct planning, design, and construction activities to achieve project goals and milestones; ensure schedules, reports, and work products conform to the scope of work. Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule for successful project completion. Provide day-to-day guidance and oversight of staff, approve time and leave, evaluate personnel, and determine staffing requirements for program implementation. Ensure Environmental Health & Safety is incorporated throughout the project lifecycle and maintain a focus on client service to operating bureaus. Implement all project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls Group, Permit Resource Division, Sustainability, Contracts Support). Recognize requirements for major capital construction projects and drive sustained effort from conception to completion. Coordinate and communicate with Agency Bureaus, City and State Agencies, and stakeholders; focus on issue resolution and risk mitigation to keep projects moving; manage project quality and lifecycle metrics (Scope, Schedule, Budget). Manage staff efficiently to ensure adequate project staffing and opportunities for professional growth; monitor key performance indicators related to project performance. Report directly to the Deputy Portfolio Manager. Qualifications

Minimum: A valid New York State Professional Engineer license. Six (6) years of full-time satisfactory experience in chemical, civil, electrical, environmental, or mechanical engineering or plan examining work; at least two (2) years in an executive, managerial, or administrative capacity.
