The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system includes 19 reservoirs and 3 controlled lakes within a 2,000 square mile watershed extending 125 miles north and west of the City. BEDC (Bureau of Engineering Design & Construction) currently has a portfolio of capital projects valued at $35B, with another $13.6B projected over the next 10-year plan. The Wastewater Capital Program (WWCP) oversees the design and construction of capital projects for the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). WWCP manages capital delivery for BWT and BWS, including WRRF upgrades, CSO abatement projects, and pump station rehabilitation. BEDC seeks to hire two Mechanical Engineers Level 1 to be Accountable Managers (AM) for WWCP. The AMs will oversee and support design and construction of WWCP projects for WRRFs and related infrastructure, contributing to projects such as North River, Bowery Bay, Red Hook, Oakwood Beach, Owls Head, and associated pump stations, and to CSO programs in the watershed and beyond. Through a staff of project management professionals, inspectors, and other technical/administrative personnel, the AMs will direct planning, design, and construction oversight of major capital projects, ensuring schedules, reports, and work products align with the project scope. They will handle modifications to Consultant Contract scope, cost, and schedule, provide day-to-day guidance, approve time and leave, evaluate staff, and determine staffing needs for program implementation. Environmental Health & Safety will be integrated throughout the project lifecycle, with a focus on client service to operating bureaus. The AMs will implement project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls Group, Permit Resource Division, Sustainability, Contracts Support). They must recognize requirements for major capital projects and maintain the sustained effort needed to see projects from conception through completion. They will ensure seamless communication with Agency Bureaus, other City/State Agencies, and key stakeholders, focus on issue resolution and risk mitigation, manage project quality, and monitor performance metrics related to scope, schedule, and budget. They will report to the Deputy Portfolio Manager. Note:

Preferred Skills Proficient oral and written communication with project staff, engineers/architects, inspectors, consultants, contractors, vendors, City operations staff, and external stakeholders. NY driver license valid with no restrictions for the duration of employment. Understanding of permitting, equipment and materials, codes and standards, and field testing. Ability to assess field investigation plans and reports to support complex designs or scope changes. Knowledge of safety and design standards; ability to review complex contract documents. Ability to assess project resources and consultant/contractor performance; monitor schedule impacts and change orders. Knowledge of environmental engineering operations for water supply and wastewater facilities; strong MS Office and project scheduling skills. Ability to work across multiple disciplines and manage multiple tasks concurrently. Experience writing and reviewing contract specifications for major public works projects. Mechanical Engineer - 20415 Minimum Qualifications Four (4) years of full-time, satisfactory mechanical engineering experience; and A valid New York State Professional Engineer’s License (current NYS registration must be maintained). A Master’s degree in mechanical engineering from an accredited school may be substituted for one year of the experience requirement. Special Note To be eligible for placement in Assignment Levels II and III, an applicant must have at least one year in the last three years as a major contributor or project leader on a complex project requiring additional expertise in the needed disciplines.
