Certified Payroll Analyst
The Certified Payroll Analyst will utilize their specialized knowledge of Davis-Bacon and Related Acts, along with other prevailing wage and certified payroll requirements to ensure full compliance. This role will provide some analysis of the subcontractor certified payroll reports, as well as all subcontractor supporting documents to ensure legal compliance with contractual and all applicable federal, state and local regulations as well as company policy and procedures pertaining to all Lendlease project sites, which will be accomplished through the development and maintenance of relationships with relevant personnel, to include but not limited to, Government Agencies, Lendlease department team members, etc.
Essential Functions
Assist in reviewing and helping with legal requirements, contractual Certified Payroll requirements, for each project and aid in the implement the Best Practice to ensure compliance. Utilizing knowledge of laws, regulations, and project requirements, conduct analysis of the reports submitted by subcontractors, identify discrepancies and assist in provide solutions back to the subcontractors and project teams. Partner with subcontractors and key stakeholders to ensure timely submittal of required documents and follow up questioning to ensure compliance with applicable laws and regulations. Act as a liaison and representative for Consigli to different government agencies, presenting accurate data and ensure Consigli is represented appropriately. Ensure timely and accurate reporting to government agencies and other key stakeholders to ensure compliance with requirements, e.g. monthly manhours, workforce, certified payroll status, etc. Work closely with applicable business members to facilitate and monitor the onsite Daily Reports. In coordination with business, help with onsite interviews are conducted of subcontractor employees as part of the additional compliance measures required by the regulations and Lendlease policy. Ensure subcontractors are providing the proper reporting and filing of their Certified Payrolls, Daily Reports, and required documents by utilizing knowledge of the applicable laws, regulations, and project requirements. Help with audits subcontractor Certified Payroll Reports to confirm compliance with federal, state, and/or local requirements. Investigate and resolve discrepancies that indicate certified payroll fraud, e.g., underpaid workers, apprentices working out of ratio, unpaid overtime, misclassification of workers, and escalate accordingly with the support of the Area Certified Payroll Manager. Ensure all compliance information is fully documented for each subcontractor within Consigli designated certified payroll software in accordance with company Best Practices. Coordinate and/or attend meetings with relevant personnel regarding certified payroll status. Collaborate with project operations and finance team to ensure timely processing of subcontractor payments. Provide thoughtful, accurate, and complete feedback to requests by conducting thorough analysis and reporting from the certified payroll software system. Meet key performance indicators for the review of certified payrolls and supporting documents

Required Experience
A bachelor's degree or equivalent experience — Required One year or more experience in payroll administration; certified payroll experience preferred Proficient in the use of Microsoft Word, Microsoft Excel, Microsoft Outlook Knowledge of accounting principles; construction background preferred Excellent communication and interpersonal skills Proven ability to maintain composure and professionalism while working with others who have varying and competing priorities Proven ability to multi-task and stay focused in a distracting environment
