Overview
Finance Manager position with responsibilities for managing NOAs (Notice of Awards), grant postings, fund allocation, and financial planning in accordance with departmental and UF policies. Responsibilities
Ensure NOAs are issued and allocated appropriately and that grant awards are posted correctly with exception approval. Coordinate transmittal of checks to ensure correct accounts are credited and NOAs are issued; allocate funds from checks to appropriate projects. Develop detailed annual financial plans of revenue and expense based on input, historical trends, forecasts, and projections; align plans with Department of Health, Department of Education, and UF policies. Coordinate financial plans and resolve issues with UF Contracts and Grants, UF/UFJPI management, the Department of Health, and the Department of Education; recommend changes to budget and accounting systems when warranted. Enter budget proposals, set up accounts, pay contract-related bills, and assist with division purchasing needs ensuring compliance. Ensure program contracts and grants are properly expensed and, with the PI and division leadership, closed in a timely manner; provide variance explanations, forecasts, and recommendations to senior leadership; prepare annual budget. Oversee or direct employee management activities within Early Steps fiscal and administrative staff, including interviewing, hiring, training, counseling, and disciplinary actions; conduct staff meetings and communicate policy changes. Assist PI and Division Administrators with short and long-range planning, fiscal policy interpretation, and monitoring actions by government agencies; design and implement fiscal processes and budgets; maintain and oversee reporting systems; document financial processes and suggest enhancements. Prepare and submit reports for contract invoices, effort reporting, and other statements monthly and quarterly as required by DOH-CMS/Early Steps contracts, Hearing contracts, and UF policies. Oversee provider recruitment, vendor contracts, and reimbursement for 40+ contracted provider agencies and 100+ providers. Participate in organizational and statewide meetings and committees related to Early Steps, Pediatric Newborn Hearing program, and fiscal operations. All other duties as assigned. Qualifications
Required Qualifications:
Bachelor’s degree in an appropriate area and six years of relevant experience, or an equivalent combination of education and experience. Preferred Qualifications:
Master’s degree and/or CPA preferred; or Bachelor’s degree in Accounting, Finance, or Health Administration. Five years of progressively responsible fiscal management experience, including budgeting/forecasting and accounting systems. Some supervisory experience. Demonstrated ability in organizational, analytical, and interpersonal skills. Effective oral and written communication. Special Instructions to Applicants
