Finance Manager
Job Overview Finance Manager at Inside Higher Ed – Jacksonville Campus. Full‑time role focused on grant administration, budgeting, and fiscal oversight for Early Steps and Pediatric Newborn Hearing programs.
Responsibilities
Issue Notices of Awards (NOAs) and allocate grant funds to appropriate projects.
Coordinate check transmittal, ensuring correct account allocation and NOA issuance.
Develop detailed annual fiscal plans based on revenue, expense, historical trends, forecasts, and projections.
Enter budget proposals, set up accounts, pay contract‑related bills, and assist with division purchasing needs, ensuring compliance.
Ensure program contracts and grants are expensed and closed in a timely manner; provide variance explanations, forecasts, and recommendations to senior leadership.
Prepare annual budgets each year and provide monthly/quarterly reporting required by DOH‑CMS/Early Steps contract, Hearing contracts, and UF policies.
Oversee employee management activities: interview, hire, train, counsel, discipline, and conduct staff meetings on operations and customer satisfaction.
Assist PI and Division Administrators in short‑ and long‑range fiscal planning and policy interpretation.
Maintain and oversee systems for tracking financial reporting requirements and recommend enhancements.
Oversee provider recruitment, vendor contracts, and reimbursement for 40+ contracted provider agencies.
Participate in organizational and statewide meetings and committees as needed.
Perform all other duties as assigned.
Required Qualifications
Bachelor's degree in an appropriate area and six years of relevant experience; or an equivalent combination of education and experience.
Preferred Qualifications
Master's degree and/or CPA preferred.
Bachelor's degree in Accounting, Finance, or Health Administration preferred.
Five years of progressively responsible fiscal management experience, including budget/forecasting and accounting systems.
Some supervisory experience.
Demonstrated organizational, analytical, and interpersonal skills.
Effective oral and written communication skills.
Salary $80,000 to $95,000 annually depending on education and experience.
