The Texas Health and Human Services Commission (HHSC) Office of Inspector General (OIG) seeks an eDiscovery Project Manager (Project Manager IV) to join the Chief Counsel's Litigation section. The eDiscovery Project Manager will perform highly advanced (senior-level) technical and project management work, utilizing eDiscovery applications and other litigation support technology in support of litigation matters, investigations, and other projects. Responsibilities

Coordinate the planning, initiation, and management of eDiscovery and litigation support projects; monitor progress and schedule; meet established goals and deadlines. Take an active role in the collection, management, processing, and production of documents and data. Manage the deployment, integration, and ongoing administration of a new eDiscovery solution. Develop policies and training materials; train attorneys, investigators, and legal staff on eDiscovery concepts, best practices, software, and systems; collaborate with internal IT teams and vendor consultants. Provide technical assistance in all areas of litigation support, including data management and courtroom support; develop demonstrative exhibits, presentations, reports, and analyses. Position reporting

The eDiscovery Analyst will report to the Office Manager and work under the general direction of the Director of Litigation, with considerable latitude for initiative and independent judgment. Essential Job Functions (EJFs): Evaluate eDiscovery and litigation support needs, interpret project requirements, and advise litigation teams on best practices and standard technical approaches. Develop project plans and schedules. Coordinate and participate in team meetings to identify project scope, milestones, and deadlines. Utilize eDiscovery technology, methodologies, processes, and best practices to achieve project completion. Coordinate resources to participate in complex projects as needed. (20%) Collaborate with legal teams, internal IT teams, and vendor consultants to deploy and integrate new eDiscovery solutions. Administer, support, and maintain the eDiscovery platform hardware, software, application, and data, with the support of appropriate internal and vendor resources. Identify, analyze, and solve end user problems and resolve issues related to eDiscovery applications and database issues. (20%) Handle large datasets, including data processing, loading into database applications, imaging, building production subsets, data analysis, and presenting findings. Prepare data for examination, review, and production. Manage e-Discovery activities and preserve chain of custody. (20%) Develop agency processes and procedures for eDiscovery. Produce system documentation and training materials. Implement quality control processes to ensure accuracy and defensibility. Train legal teams on eDiscovery applications and tools, the Electronic Discovery Reference Model (EDRM), and effective document review methods. (15%) Collaborate with attorneys, legal staff, program areas, and IT to ensure proper data preservation, collection, processing, review, and production. Coordinate with HHSC Office of Chief Counsel, the Office of Attorney General, and IT teams to implement legal holds. (10%) Create audio/visual and graphic trial exhibits and demonstrative evidence to support arguments in court. Provide technical assistance with courtroom technology and related tools. (5%) Maintain knowledge of trends and emerging capabilities in litigation support and eDiscovery technology; research and recommend new hardware, software, services, and resources. (5%) Perform related work as assigned and keep supervisor informed as required. Knowledge, Skills, and Abilities

Knowledge of legal principles, practices, proceedings, and terminology as related to litigation support and eDiscovery Knowledge of eDiscovery processes, workflows, compliance requirements, and lifecycle Knowledge of document review platform best practices Knowledge of the Electronic Discovery Reference Model (EDRM) Knowledge of technology-assisted review (TAR) principles and methodologies Knowledge of project management methodologies Knowledge of information security procedures, laws, and requirements related to protecting highly-sensitive information Knowledge of HIPAA, CJIS Security Policy, PCI DSS, and related industry standards Knowledge of procurement processes including solicitations, evaluation, and best value Skills in professional communication both orally and in writing Skills in organizing and leading project teams Skills in planning and managing complex projects Skills in Microsoft Office Suite, Adobe Acrobat Pro, data analytics tools, and databases Skills in eDiscovery systems such as Relativity, RelativityOne, Everlaw, Clearwell, Encase, or similar technologies Skills in developing advanced search strategies and using Boolean operators Skills in trial presentation software (e.g., Sanction, OnCue, Trial Director, ExhibitView) Skills in coordinating with legal teams, stakeholders, IT teams, and vendors on litigation and discovery issues Skills in drafting and editing documents, policies, procedures, and training materials Skills in training personnel on eDiscovery concepts and technology Ability to handle multiple tasks, prioritize, and meet deadlines Ability to exercise sound judgment and effective decision making Ability to collaborate and maintain effective working relationships Ability to establish project goals, manage activities, and meet established deadlines Ability to administer and maintain eDiscovery platform hardware, software, and data Ability to research, analyze, and present data Ability to create complex reports in writing, databases, and spreadsheets Ability to create court-ready presentations and demonstrative evidence Ability to work more than 40 hours per week as needed (FLSA) Ability to travel up to 10% (including overnight) Registrations, Licensure Requirements or Certifications

Project Management Professional (PMP) certification is preferred. Initial Screening Criteria

Graduation from an accredited college or university with a major in computer science, MIS, business administration, or related field is generally preferred. Any one of the following criteria could substitute for up to two years of college: CEDS certification (Association of Certified E-Discovery Specialists) Relativity or other eDiscovery platform administrator or user certification Two additional years of professional eDiscovery project management experience Seven years of full-time, professional eDiscovery project management experience using Relativity, RelativityOne, Everlaw, Clearwell, or similar platforms, including five years in a legal practice environment (government agency, law firm, or corporate law department). Additional Information

The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS programs. Selected applicants must complete a national fingerprint-based criminal background check (TDPS/FBI). Any employment offer is contingent upon available funds and budgetary limits.
